PLEDGE TO TIIE FLAG: COUNCILMEMBER CLARK INVOCATION: REVEREND STUART YORK OF THE ROSEMEAD CHRISTIAN CHURCH ROLL CALL OF OFFICERS: COUNCILMEMBERS ALARCON, IMPERIAL, TAYLOR, MAYOR PRO TEM CLARK, MAYOR VILA VASQUEZ APPROVAL OF MINUTES: MAY 27, 2003 - REGULAR MEETING L J OF INTEREST TO CITIZENS WISHING TO PARTICIPATE 1) Those wishing to speak on any Agenda Item, including public hearing, should have their Speaker Request Form submitted to the City Clerk no later than the time immediately following Oral Communications. 2) Immediately after approval of the minutes and again at the end of the meeting, there is a period of time set aside for those persons wishing to address the Council on matters not listed on the Agenda entitled: ORAL COMMUNICATIONS FROM THE AUDIENCE (please complete the Speaker Request Form stating your preference to speak either at the beginning or at the end of the meeting). 3) Upon request, this agenda will be made available in appropriate alternative formats to persons with disabilities, as required by Section 202 of the Americans with Disabilities Act of 1990. PRESENTATIONS: 1. ORAL COMMUNICATIONS FROM THE AUDIENCE _ If. PUBLIC HEARINGS -EXPLANATION OF THE PUBLIC HEARING PROCEDURES BY THE CITY ATTORNEY &AS/DPUBLIC HEARING TO CONSIDER PROTESTS RELATING TO THE IMPOSITION OF LIENS ON REAL PROPERTY IN CASES WHERE THE RUBBISH COLLECTIONS ON SAID PROPERTY HAVE BECOME DELINQUENT Pursuant to the contract between the City and Consolidated Disposal Services, a public hearing has been scheduled to consider protests regarding the imposition of liens on real property of all delinquent customers. All of the subject property owners have been notified by mail. Recommendation: Upon the close of the Public Hearing, direct staff to take the necessary steps to place liens on those properties that have not paid by 6:00 p.m. on June 27, 2003. PUBLIC HEARING - APPROVAL OF NEGATIVE DECLARATIONS PREPARED FOR THE RECONSTRUCTION OF THREE ALLEYS AND STREET IMPROVEMENTS ON VIRGINIA STREET The City Council will consider approval of a Negative Declaration, prepared pursuant to the California Environment Quality Act (Section 21000 et. seq. of the Public Resources Code) for the subject projects. The finding of the Negative Declaration is that the proposed projects will not have a significant impact on the environment. Recommendation: Adopt and approve the Negative Declarations. Ill: LEGISLATIVE ~ r A. RESOLUTION NO. 2003-17 - CLAIMS AND DEMANDS iD y Recommendation: Adopt Resolution No. 2003-17, for payment of City ~j expenditures. RESOLUTION NO. 2003-18 - A RESOLUTION OF THE CITY COUNCIL OF y,a 'II-IL' CITY OF ROSEMEAD CASTING ITS VOTES FOR MAYOR PRO TEM MARGARET CLARK TO REPRESENT CITIES WITHOUT PUMPING RIGHTS ON THE BOARD OF THE SAN GABRIEL BASIN WATER QUALITY AUTHORITY ' At the regular meeting of April 22, 2003, the City Council adopted Resolution No. 2003-12 nominating Mayor Pro Tern Margaret Clark for the board member representing cities without prescriptive pumping rights. Resolution No. 2003-18 authorizes casting Rosemead's five votes for Mayor Pro Tern Clark. Recounnendation: Adopt Resolution No. 2003-18. ~JC'ONSF.N1' CALENDAR- RECOI\1MENDATION: APPROVAL ~IV. I /CC-A APPROVAL OF 4TH' OF JULY PARADE AGREEMENT BETWEEN THE CITY OF ROSEMEAD AND PARADE COMMITTEE Recommendation: Approve the agreement between the City of Rosemead and the Rosemead 4°i of July Parade Committee. CC-13 APPROVAL OF AGREEMENT FOR THE SUMMER YOUTH LUNCH PROGRAM The San Gabriel School District, in conjunction with the City, wants to provide lunches to participants 18 years of age and younger at Rosemead and Garvey Parks. Recommendation: Approve the Agreement and authorize its execution by the Mayor. CC-C APPROVAL OF PLANS AND. SPECIFICATIONS AND AUTHORIZATION_ TO SEEK 13IDS FOR TRAFFIC SIGNAL UPGRADES This project includes replacement of traffic signal controllers and other necessary equipment within the controller cabinets at various locations throughout the City, pursuant to the City's Traffic Signal Master Plan. Recommendation: Approve the plans and specifications and authorize advertisement for bids by the City Clerk. ccnnN:6-10-03 r,ge n2 CC-D APPROVAL. OF PROPOSAL AGREEMENT WITH ANDRE GOTANIAN FOR ALTERATIONS TO COUNCIL CHAMBER PUBLIC ADDRESS SYSTEM In order to improve sound quality in the Council Chambers and accommodate those with disabilities who desire to participate in public meetings, staff recently solicited proposals for upgrading the sound system. Recommendation: Approve proposal agreement with Andre Gotanian for alterations to Council Chamber public address system and authorize funding out of appropriated reserves. CC-E AUTHORIZATION TO REPLACE FORD CROWN VICTORIA Authorization is requested to replace Unit K2 assigned to the Assistant City Manager. Recommendation: Authorize the replacement of Unit #2, and direct staff to solicit bids for award at the June 24, 2003 meeting. V. MATTERS FOR DISCUSSION AND ACTION ' VI. STATUS REPORTS VII.
