CDC - Item 2C - Mixed-Use Development Projects UpdateE 0 ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION STAFF REPORT TO: THE HONORABLE CHAIRMAN AND COMMISSION ME RS FROM: ANDREW C. LAZZARETTO, EXECUTIVE DIRECT DATE: APRIL 10, 2007 SUBJECT: MIXED-USE DEVELOPMENT PROJECTS UPDATE SUMMARY Provided below is a summary of several proposed mixed-use development projects in the City of Rosemead. Staff Recommendation: Staff recommends that the Community Development Commission receive and file this report. DISCUSSION Over the past several years, mixed-use projects have become a popular type of development in Southern California cities. This can be attributed to high land values, the demand for housing, and the lack of developable land in urbanized areas. The City of Rosemead is experiencing a similar trend. Currently, there are several mixed-use development projects that are in the preliminary phases of our entitlement process. The following table provides an overview of the five major mixed-use projects in Rosemead: ' Site Size Total Residential Total Retail or Office Location (s.f.) Ave. APPROVED FOR CITY COUNCIL AGENDA: • • Community Development Commission Meeting April 10, 2007 Paae 2 of 2 Architectural Design Attached to this report are the preliminary project renderings and site plans for each of the five major mixed-use projects. They are included as follows: Attachment 1 -7801-7825 Garvey Avenue Attachment 2 - 8479 Garvey Avenue Attachment 3 - 9400-9412 Valley Boulevard Attachment 4 - 9016 Guess Street Attachment 5 - 30212-3232 Del Mar Avenue Project Entitlement Based upon the current General Plan and Zoning Code requirements, all applicants requesting to build mixed-use projects will have to apply for several entitlement processes. They include General Plan amendments to address increased residential densities, zone changes to rezone the property to allow for mixed-use development, and a conditional use permits for projects proposing a condominium component. It should be noted that staff is currently in the process of updating the General Plan including the Mixed-Use Design Standards to better address these types of projects. The proposed updates will be presented to the Community Development Commission for consideration in the coming months. If approved, the entitlement process will be simplified and staff will be able to process mixed-use development projects in a more efficient and timely manner.
