LAZZARETTO, EXECUTIVE DIRECTOR/ 1tits? ~ ~jF~~e-p/I(„,5,;, DATE: APRIL 24, 2007 SUBJECT: 7801-7825 GARVEY AVENUE SUMMARY Provided below is a summary of a mixed-use development project proposed at 7801-7825 Garvey Avenue in the City of Rosemead. Staff Recommendation: Staff recommends that the Community Development Commission receive and file this report. DISCUSSION At the Commission's April 10, 2007 meeting, staff provided an overview of several mixed use projects proposed in the City. Included in the overview was a project located at 7801- 7825 Garvey Avenue. Prior to the meeting, the project developer requested that it be withdrawn from the report in order to address minor design issues. Within the last two weeks, he has resolved the issues and requested that it be resubmitted to the Commission to receive and file. Ave. (42 two bedroom, 8 three bedroom units Architectural Design Attached to this report are the preliminary project renderings and site plan for the project at 7801-7825 Garvey Avenue for the Commission's review. Project Entitlement Based upon the current General Plan and Zoning Code requirements, the applicant will have to apply for several entitlement processes. They include a General Plan amendment to address increased residential density, zone change to rezone the property to allow for mixed-use development, and a conditional use permit to address the condominium component of the project. Design Standards to better address mixed-use projects. The proposed updates will be presented to the Community Development Commission for consideration in the coming months. If approved, the entitlement process will be simplified and staff will be able to process mixed-use development projects in a more efficient and timely manner.
