TC - Item 3A - Request to review Traffic Conditions at Ramona Boulevard and Walnut Grove AvenueROSEMEAD TRAFFIC COMMISSION TO: TRAFFIC COMMISSION STAFF REPORT FROM: CHRIS MARCARELLO, PUBLIC WORKS DIRECTOR DATE: AUGUST 12, 2010 SUBJECT: REQUEST TO REVIEW TRAFFIC CONDITIONS AT RAMONA BOULEVARD AND WALNUT GROVE AVENUE SUMMARY City staff received a request from Rafael Morgutia, 8603 Ramona Boulevard, to review traffic conditions at Ramona Boulevard approaching Walnut Grove Avenue. Mr. Morgutia expressed concerns that vehicles in this area drive too fast around the turn at this location, causing unsafe conditions for nearby residents. He maintains that the addition of traffic calming devices will reduce vehicle speeds and improve vehicle and pedestrian safety in the area. Staff Recommendation It is recommended that the Traffic Commission recommend to the City Council that traffic calming improvements be added at the along Ramona Boulevard just east of Walnut Grove Avenue. ANALYSIS Ramona Boulevard is approximately 40 feet wide in between Walnut Grove Avenue and Burton Avenue. The roadway provides for 1 lane of travel in each direction and is separated by a double yellow centerline street marking and raised pavement reflectors. In this area there is a road curve and vehicles are able to head westbound toward Walnut Grove Avenue. On- street parking along Ramona Boulevard is generally open for eastbound lanes (except for street sweeping restrictions) and is restricted on westbound lanes due to lane width limitations. Rafael Morgutia, 8603 Ramona Boulevard, expressed concerns regarding unsafe driving conditions at the road curve on Ramona Boulevard. He maintains that the street width, coupled with vehicle speeds in the area provide for unsafe conditions for both residents and pedestrians in the area. Attachments 1 and 2 include a neighborhood overview and pictures showing the existing road curve conditions. During field observations, staff observed vehicle traffic at this location. Staff observed that vehicles tend to cut across traffic lanes, causing an unsafe condition for residents. Based on these observations, staff recommends the installation of traffic calming devices to improve neighborhood traffic safety. This includes the following traffic calming devices: Traffic Commission Meeting August 12, 2010 Page 2 of 2 • The installation of raised traffic separators on the road curve along Ramona Boulevard. Traffic separators help create the appearance of a narrowing roadway and have been successfully implemented in several areas of the City. • The installation of additional road curve warning signs. Warning signs help to give drivers an advanced notice of upcoming road features. • Increased speed enforcement in this neighborhood. A report of traffic accidents in this vicinity will also be made available to the Commission at the meeting.
