Rosemead Community Development Com0sion RCDC 8838 East Valley Boulevard, CA 91770 Tel 626.569.2100 Fax 626.307.9218 TO: HONORABLE CHAIRPERSON AND MEMBERS ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION I CUTIVE DIRECTOR L ROWE FROM: BIL , C DATE: SEPTEMBER 1, 2004 SUBJECT: RESOLUTION NO. 2004-16: A RESOLUTION' OF THE ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION ACCEPTING THE CITY OF ROSEMEAD'S CERTIFICATION OF AN ENVIRONMENTAL IMPACT REPORT BY ADOPTION OF RESOLUTION NO. 2004-36; JOINING IN THE CITY OF ROSEMEAD'S ADOPTION OF A STATEMENT OF OVERRIDING CONSIDERATIONS IN RESOLUTION NO. 2004-39, AND APPROVING DEVELOPMENT PLANS FOR A DEVELOPMENT WITHIN' PROJECT AREA NO. I. (1827 WALNUT GROVE AVENUE). The proposed 22.35 acre development at 1827 Walnut Grove Avenue is within the boundaries of Rosemead Redevelopment Project Area L Part 6 of the Redevelopment Plan provides: The Agency shall require that development plans be submitted to it for approval and review. All development must conform to this plan No new improvement shall be constructed ...except in accordance with architectural, landscape and site plans submitted to and approved in writing by the Agency. The Redevelopment Plan calls for development that implements major elements of the City's General Plan. As determined by City Council Resolution 2004-39 this development is consistent with all elements of the General Plan. The applicant for the development has submitted a Site Plan, Floor Plans, Elevations, Landscape Plans, Colored Elevations and color and material sample boards incorporated as Exhibits "C" and "D" to Resolution 2004-38.. Staff commends these plans to the Commission as being consistent with the development design goals for the Redevelopment Project .Area. The City was the lead agency for preparing an EIR for this Project. In approving the development plans pursuant to the Redevelopment Plan, the Commission should also determine whether to accept the EIR and the Statement of Overriding Considerations. Resolution 2004-16 accepts the City's EIR, joins in the findings and determinations of the Statement of Overriding Considerations, finds that the Proposed Project is consistent with the City's General Plan and Redevelopment Plan and approves the development plans., COMMISSION AGENDA S E P 0 7 2004 ITEM No. -Rr. ,A Recommendation: That the Community Development Commission adopt the subject Resolution.
