MINUTES OF THE REGULAR MEETING
ROSEMEAD COMMUNITY DEVELOPMENT COMMISSION
SEPTEMBER 23, 2003
The regular meeting of the Rosemead Community Development Commission was called to order
by Chairman Vasquez at 7:15 p.m. in the conference room of City Hall, 8838 E. Valley
Boulevard, Rosemead, California.
The Pledge and Invocation were waived as having been completed during the meeting
just adjourned.

1. CDC RESOLUTION NO. 2003-20 CLAIMS AND DEMANDS
The following Resolution was presented to the Agency for adoption:

2. REJECTION OF BIDS FOR REPLASTERING GARVEY POOL
MOTION BY COMMISSIONER TAYLOR, SECOND BY COMMISSIONER
IMPERIAL that the bid be rejected and that staff be authorized to re-bid this project. Vote

2. MATTERS FROM OFFICIALS
Commissioner Taylor requested an update on the LaidlawBaldwin Park lawsuit.
Robert Kress, City Attorney, replied that this case was scheduled for a hearing last week.
However, the Court postponed the hearing to early October due to Court congestion and the
illness of the Judges.
Vice-Chairman Clark presented an update of a recent meeting of the San Gabriel Valley
Council of Governments (SGVCOG) regarding regional housing needs assessment. Mrs. Clark
explained that the State requires each city to build low-income housing based on population, and
that the Southern California Association of Governments (SCAG) provides a housing projection
for each city. Mrs. Clark continued that COG hired a consultant to determine how many homes
a city has to build based on each City's General Plan, and for Rosemead, that number was
approximately 1,504 units, whereas the City of Industry, which has more square miles, came out
ahead and would not have to meet any housing requirements. Mrs. Clark stated that Rosemead,
El Monte and Monterey Park have the same similar housing density, and that San Marino, for
example, may only require one house per acre. The cities which have allowed higher density
through their zoning ordinances would be punished by being required to build even more
housing units. Mrs. Clark stated that the cities with similar housing densities need to protest the
unfair housing requirements to the legislature in Sacramento.
Brad Johnson, Planning Director, stated that in the past the housing requirements were
not mandatory, but that each city's zoning had to allow enough parcels to build those units. Mr.
Johnson cautioned that the housing bills are becoming stricter. Mr. Johnson continued that there
is a new bill that whittles away city's second unit ordinance, such as removing the one parking
space per bedroom requirement, the owner-occupied conditions and others.
