A. PUBLIC HEARING FOR GENERAL PLAN AMENDMENT 00-04 TO
AMEND THE HOUSING ELEMENT OF THE ROSEMEAD GENERAL PLAN
TO MEET THE STATE REQUIREMENT FOR THE 1998-2005 PLANNING
PERIOD
General Plan Amendment 00-04 has been created to update the Housing Element that sets
forth the City's strategy to preserve and enhance the community's residential character,
expand housing opportunities for all economic sectors, and provide guidance and
direction for local government decision-making in all matters relating to housing.
A. I RESOLUTION NO. 2000-66 - A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ROSEMEAD, APPROVING THE NEGATIVE DECLARATION
AND AN AMENDMENT TO THE HOUSING ELEMENT OF THE
ROSEMEAD GENERAL PAN (GPA 00-04)
Recommendation: Adopt a Negative Declaration and approve General Plan
Amendment 00-04, and adopt Resolution No. 2000-66.

A. RESOLUTION NO. 2000-65 - CLAIMS AND DEMANDS
Recommendation: Adopt Resolution No. 2000-65, for payment of City expenditures.
IV. /CONSENT CALENDAR -RECOMMENDATION: APPROVAL
J CC-A AUTHORIZATION TO CONTINUE PARTICIPATION IN THE COALITION
FOR PRACTICAL REGULATION OF STORMWATER DISCHARGE
The Coalition is made up of 33 Los Angeles County Cities who seek and advocate
practical regulations for stormwater management.
Recommendation: Authorize continued participation in the Coalition for Practical
Regulation and approve expenditure of fiords.
r Cam`-B AUTHORIZATION TO ATTEND LEAGUE OF CALIFORNIA CITIES
T/ EMPLOYEE RELATIONS INSTITUTE, JANUARY 25-26,2001, MONTEREY
This year's sessions include: Labor and Management Issues, Effective Lobbying, Health
Care Benefits, New Types of Recruitment, and the Role of Human Resources.
Recommendation: Authorize the attendance of the City Manager and City Attorney
CC-C DOPTION OF DISADVANTAGED BUSINESS ENTERPRISE (DBE)
ROGRAM
i I Recent changes in the law regarding disadvantaged (small, minority-owned, and woman-
owned) businesses have resulted in the requirement for each city to develop a new DBE
/Program. After January 1, 2001, Caltrans will not approve or obligate Federal funds for
any public works project unless the requesting city has an approved DBE Program.
Recommendation: Adopt the DBE Program, authorize the City Clerk to advertise the
ZD sed overall goal, and submit the adopted DBE Program to Caltrans for approval.
REQUEST FROM MEXICAN AMERICAN STUDENT ORGANIZATION
The San Gabriel High School Mexican American Student Organization (M.A.S.O.) has
again requested the use of the Rosemead Community Center for a Coronation Ball.
Recommendation: Authorize M.A.S.O. to use the facility until midnight on February
24, 2001.
C-E QUEST BY CITY COUNCIL THAT THE REDEVELOPMENT AGENCY
CQUIRE MIXED USE PROPERTY AT 9734 ABILENE AVENUE FOR THE
PURCHASE PRICE OF $283.200
This item also appears on the Rosemead Redevelopment Agency agenda as Item No. 7.
Action is requested to authorize the Agency's acquisition of this property.
Recommendation: That the City Council, by minute action, request the Agency to
acquire the property.

CC-F ACCEPTANCE OF WORK FOR 1999-2000 SLURRY SEAL ON VARIOUS
CITY STREETS
The project has been constructed in conformance with the approved plans and
specifications.
Recommendation: Accept the project, authorize recordation of the Notice of
Completion by the City Clerk, and authorize release of the retention payment 35 days
after the date of the Notice of Completion.
