PRESENTATIONS: 1. ORAL COMMUNICATIONS FROM THE AUDIENCE it. PUBLIC HEARINGS - EXPLANATION OF THE PUBLIC HEARING PROCEDURES BY THE CITY ATTORNEY A. A PUBLIC HEARING FOR MUNICIPAL CODE AMENDMENT 98-01 TO AMEND THE ROSEMEAD MUNICIPAL CODE (SECTION 17.112.030) REQUIRING A CONDITIONAL USE PERMIT FOR THE DEVELOPMENT OF MORTUARIES/FUNERAL HOMES IN THE M-1; LIGHT MANUFACTURING ZONE f / A.1. ORDINANCE NO. 815: APPROVING MUNICIPAL CODE AMENDMENT 98-01 - INTRODUCE Ordinance No. 815 is a staff-initiated amendment to require a conditional use permit for the development of mortuaries/funeral homes in the M-1; Light Manufacturing Zoning District. This ordinance derives from a moratorium in 1998 prohibiting the development of mortuaries/funeral homes until a survey with local jurisdictions to determine the requirements and standards for such a land use was completed. Recommendation: Waive reading in full and introduce Ordinance No. 815 for MCA 98- 01., CCAGENDA:I1d4-00 Page # I B. A PUBLIC HEARING FOR MUNICIPAL CODE AMENDMENT 00-01 TO AMEND SECTION 17.84.010 OF THE ROSEMEAD MUNICIPAL CODE SETTING THE DOLLAR VALUATION THRESHOLD FOR NEW CONSTRUCTION OR REMODELING ACTIVITY REQUIRING THE UPGRADE OF EXISTING PARKING SPACES TO THE CURRENT ZONING STANDARDS Bri ORDINANCE NO. 816: APPROVING MUNICIPAL CODE AMENDMENT 00-01 - INTRODUCE rdinance No. 816 has been drafted to increase the improvement valuation cost which initiates the minimum parking requirements for commercial and industrial buildings. This proposed amendment also allows, under certain criteria, small additions to older single- family dwellings that do not meet the minimum enclosed parking space requirement. Recommendation: Waive reading in full and introduce Ordinance No. 816 for MCA 00- 01. III. LEGISLATIVE A. RESOLUTION NO. 2000-58 -CLAIMS AND DEMANDS Recommendation: Adopt Resolution No. 2000-58, for payment of City expenditures. B. RESOLUTION NO. 2000-59 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD AUTHORIZING SUBMITTAL TO STATE OF CALIFORNIA ENERGY COMMISSION FOR A GRANT TO FUND THE REPLACEMENT OF TRAFFIC SIGNALS WITH ENERGY EFFICIENT LED FIXTURES By adopting this resolution, the Rosemead City Council approves an allocation of funds and authorizes staff to submit a grant application for the reimbursement of a portion of the cost to replace traffic signal incandescent light bulbs with energy efficient light emitting diodes (LED) Recommendation: Adopt Resolution No. 2000-58. IV. CONSENT CALENDAR -RECOMMENDATION: APPROVAL CC-A ACCEPTANCE OF WORK FOR CURB HOUSE NUMBERING (FY 1999- 2000) Curb house numbers throughout the City have been repainted in conformance with the approved plans and specifications Recommendation: Accept the project, authorize recordation of the Notice of Completion by the City Clerk, and authorize release of the retention payment 35 days after the date of the Notice of Completion. CC-B REQUEST FOR RED CURB AT 9228 VALLEY BOULEVARD - GOLDEN ROSE FLORIST The owner of Golden Rose Florist is requesting the installation of red curb on the west side of the driveway at 9228 Valley Boulevard. Based on a field inspection and a reported accident history, staff recommended the installation of 20 feet of red curb on the west side of the driveway and to extend 22 feet of red curb to existing red curb immediately east of Hart Avenue. On November 2, 2000, the Traffic Commission voted 4-1-0 to approve this recommendation. Recommendation: Approve red curbing. CCAGENDA:11-14-00 Page #2 CC-C REQUEST FOR PARKING RESTRICTIONS ON THE SOUTH SIDE OF GRAND AVENUE BETWEEN HALKETT AND BARTL'ETT AVENUE Residents in the vicinity of Grand Avenue between Halkett Avenue and Bartlett Avenue have made requests for additional parking restrictions due to a recent increase of parked vehicles. Based on a field inspection and a reported accident history, staff recommended the installation of red curb in front of the driveways of 8620 and 8636 Grand Avenue and of signs indicating "2-Hour Parking 8 AM to 5 PM Monday - Friday" on the south side of Grand Avenue between Halkett Avenue and Bartlett Avenue. On November 2, 2000, the Traffic Commission voted 5-0 to approve this recommendation. . Recommendation: Approve installation of red curb and signs. CC-D REQUEST FOR PARKING RESTRICTION ON THE EAST SIDE OF PINE STREET BETWEEN NEWMARK AVENUE AND GARVEY AVENUE Residents in the vicinity of Pine Street have made requests for additional parking restrictions on the east side of Pine Street between Newmark Avenue and Garvey Avenue. Based on a field inspection and a reported accident history, staff recommended the installation of new signs indicating "No Parking Monday - Sunday 5:00 AM - 10:00 AM". On October 5, 2000, the Traffic Commission amended this recommendation to exclude "Monday-Sunday". The Commission voted 4-0 to approve this amended recommendation. Recommendation: Approve the installation of new signs as amended. CC-E APPROVAL OF AGREEMENT WITH GARVEY SCHOOL DISTRICT FOR PROVISION OF CROSSING GUARD SERVICES AT RICE SCHOOL The Garvey School District has requested crossing guard services at Rice School. The District will fund 100% of the cost. Recommendation: Approve the Agreement. V. ATTERS FOR DISCUSSION AND ACTION A. AUTHORIZATION TO FUND CAMBODIAN FAMILY SUPPORT AND OUTREACH PROGRAM O This item has been placed on the agenda at the request of Councilman Bruesch. The program proposal outlines a budget of $5,000 for a bilingual Prevention Specialist who VI. STATUS REPORTS will be hired for 10 hours a week for 26 weeks. The position will provide parenting, education, case management support and preventive counseling. The Asian Pacific Family Center will prove program management and supervision. Should the Council approve the Program, it is recommended that the City Council appropriate the $5,000 from appropriated reserves. VII. MATTERS FROM OFFICIALS VIII.
