One unit is tenant-occupied and the other is vacant. It appears that the garage may have been converted to living quarters. A "Please Letter" was mailed to the property owner on December 27, 1999 and a "bulky item" trash notice was sent on January 17, 2000. Inspection on January 20, 2000 revealed no progress. The Building Official declared the property substandard and filed a "Declaration of Substandard Property" with the Los Angeles County Recorder's office. A "Thirty Day" certified letter was mailed and posted on the property on January 31, 2000, requesting abatement of the substandard conditions. Follow-up inspections on March 2, and April 3, 2000 showed no change at the property. No permits have been obtained, and staff has received no response or had any contact with the owner since the initiation of the case. A Notice of Hearing was mailed and posted on the property on April 10, 2000 . All interested parties have been notified. CITY BUILDING OFFICIAL'S RECOMMENDATION: It is recommended that the Board find the property substandard and order all substandard conditions be removed and/or corrected by June 1, 2000.
