TRIPEPI, CITY MANAGER F NOVEMBER 16, 2000 2426 SAN GABRIEL BOULEVARD - HEARING The subject property consists of an owner-occupied single family dwelling located in the C3-AP zone. There is an unpermitted addition at the rear of the property. A "Please Letter" was mailed to the property owner on April 12, 2000. Inspection on May 9, 2000 revealed no progress. The Building Official declared the property substandard and filed a Declaration of Substandard Property with the Los Angeles County Recorder's Office. A "Fifteen Day"certified letter was mailed and posted on the property on May 21, 2000, requesting abatement of the substandard conditions. Progress inspections on June 12, and July 13, 2000 showed no change at the property. Inspection on August 14, 2000 revealed that the yard areas had been cleaned and the non-conforming extension cord wiring had been removed.. Inspections on September 13, and October 23, 2000 showed no further progress. The building inspector has attempted to contact the property owner, but no calls have been returned. A representative from Wells Fargo Home Mortgage, the lender, made inquiries in July and August regarding the status of the property. To date, no permits have been obtained, and although no plans have been submitted, the unpermitted addition cannot be legalized because of the non-conforming use. A Notice of Hearing was mailed and posted on the property on November 7, 2000. All interested parties have been notified. CITY BUILDING OFFICIAL'S RECOMMENDATION: It is recommended that the Board find the property substandard and order that all substandard conditions be removed and/or corrected by January 2, 2000. However, if the required permits are obtained, and sufficient progress is achieved by January 2, 2000, the abatement date may be extended to February 1, 2001.
