TRIPEPI, CITY MANAGER JULY 18, 2000 3044 - 3046 SULLIVAN AVENUE - REHEARING The subject property consists of two, tenant-occupied single family dwellings located in the R-1 zone. The rear house has an unpermitted addition that has been converted to a third unit, but is not occupied. This property was previously before the Board on May 23, and June 27, 2000. Both times, the Board ordered the matter be returned for Rehearing to the allow the property owners sufficient time to meet with staff, obtain permits, and provide access for inspection. On June 28, 2000, the property owner, Mrs. Lee, came to City Hall. She spoke with staff from both Building and Planning Departments. Again, each department explained their respective requirements. On July 3, 2000, the Building Official met with Mrs. Lee and her contractor at the property. The substandard conditions were again discussed and explained to the contractor. At that time Mrs. Lee agreed that the unpermitted work would be removed. On July 6, 2000, Mrs. Lee's contractor came to City Hall to obtain "Repair per Rehab" permits. He did not bring plans for review, therefore the permit could not be issued. (The site and floor plans are necessary to indicate the scope of work and to ensure there is no misunderstanding as to what work must be removed.) On July 12, 2000 the contractor returned to City Hall with the proper plans. The plans were approved and permits were issued. A Notice of Hearing was mailed and posted on the property on July 11, 2000. All interested parties have been notified. CITY BUILDING OFFICIAL'S RECOMMENDATION: It is recommended that the Board find the property substandard and order that all substandard conditions be removed and/or corrected by September 1, 2000 REHAB AGENDA J U L 2 5 2000 ITEM No._7L, A d8_ - - - o° o"o c~~ 3~£ yn_ - co^c^nn°oaFVO "Omn _a ~r_ ~9 otJ m° ° ~m❑¢"s - mom , o ~ i o p 1 "''N ° _ \ m - ~ N ° o rv ' ° - 3 $ 4 m r c'~'_ M t `g n_ o m u° c n _ r - ?8m m 3~ 3 v - _ e-"' m wg m m ~ r 6 m N,a _ A m 8£? o~ ~ ° „ ° > 3in<F ~ a = a ~ fl'm 1 - - 1 2 q . . £ ° F v ° °°m~o rt^n ' _ 'o"=0 - ° T3 m°S~z . _ q c d e~f~ o=cE~ g m _ c _ i Q 3nc~ muffins w m=..a~b~ _ ~ C b1 ° r a N D2 ~r°n2 m Fe F Y 2 O . _ C% r F m _ ; sF s ,a F _ n F rc_ _ y 2 . _ ' . n " ° 30 3 P =n n a e. °ES ° 4 Si ' _v s n E~" ¢ O d b' 20 £o m na° _ £u-N F A°~>~~ z i - ~0 L.ciF Aa _ CFA c°£~4onjO ~ m =a mn M T Fi °O - n _A - m Q ° n c n c o O z m ° 4 o m ao aS wr Bm.oFC m3~ °p ° mGm N ' ~ i° m'E 3-_~a~c4°m¢°CC.~- . > ~ ° m D -r.c °ooN¢PC _oq _ _ °'p c I -nm c _m3 m °"u 'N$ u Fa c=~mm~ m D ~OOe`N° o ro6F _ F s °F £ r F° ~ C m F rts ` ~ O m y n m 9 15 O m F O F_ N > z 0 0 i <m ~e E V 6 P ~ cFe n y nm" C v A 1 ~ F m - = m° ?~m " z D _ 2 mn_ m u '"vmxti' ° N _ _n0 rv3vo_ ~ ° ~ Ap " _ £ - - p °i mS - 5omm°~r F 9 c mi _ _ z o . r . a S¢ F - _ oA Oy « - n3.g 3f' Q o° °r' c 3 Fn °~F CS m _ _ ° ~ p en _ N d " " 6 " ~ ~ "RC u . nm ° o ~ofm' = ' \ - ° om8am° " a°ja - ~ m°° ° _ ¢ _ ¢ - n« m AF3$ m i t $ m ti 3 a3n m3 S v `~s L.J ~ ~ o C h t Q I s Z a a ~ n g o 7 4 # $ s o B c c. , g s o 1 z w ~ v 1 ~a o lD C r Z m A 3 D r f7 D Z m ~9, m n A~JOT ~ - 'dd A -3 m;R m ~m3 ~ O = 1~ 0 3 oooao o ~ = g as m 2 O co m £ ~ m F E 4 nn 1' ^ O o t m ' m ~ G ~ x a 3 s c m G T N > D ° ° x ~ = o m D O v -v _ F U Z °i « « « « « Z y G O ~ °m a o v m o~g ~ ~ s v 9 e ~ m Cf., a% o \ m \ N nl MAYOR: MARGARET CLARK MAYOR PRO TEW JAY T. CASE HISTORY 8-12-99 City Code Enforcement received complaint of possible garage conversion at 3044 Sullivan Ave. 8-14-99 Mailed letter to property owner requesting an inspection of the property. 8-25-99 Property owner Woon Lee called and set up a property inspection for Wednesday, September 1. 9-1-99 I went to the subject property of 3044 Sullivan Ave. and met with the property owner Woon Lee. Upon my arrival Mr. Lee identified himself as an inspector for the City of Los Angeles, Department of Public Works. Property owner Lee stated that he has owned the property for about ten years and has not done any work to the property. I advised him that the City had received a complaint of an illegal conversion on the property. He again stated that he only had the two approved units on the property and that the property was in the same condition as he had purchased it. I admonished Mr. Lee that he could rent the two units only as single-family dwellings and they may not be converted to duplexes without the proper permits and approvals. Mr. Lee agreed and gave me his business card, I then left the location. 9-5-99 Received a complaint of illegal patio enclosure and division of single family dwelling into a duplex. I went to the location and inspected the property with one of the tenants of the rear house. I was able to observe that the patio had been fully enclosed, partition walls added, and a full kitchen installed. The tenant told me that the property owner Mr. Lee had been advertising in the local papers the enclosed patio as a one bedroom duplex. The tenant stated that a lady had recently rented the unit and was in the process of moving in. I took pictures and then left the location. 9-6-99 A check of building permits shows that there are no permits for the patio enclosure, partition walls or second kitchen. It is requested that a property rehabilitation case be started for 3044 Sullivan Ave. _ I I I E I i SITE PLAN i MAYOR: MARGARETCLARK MAYOR PRO TEM: JAY T IMPERIAL COUNCILMEMBERS: ROBERT W. MICHAEL FREEMAN FIRC CHIEF FORESTER & FIRE WARDEN March 28, 2000 TO: FRANK G. TRIPEPI, CITY MANAGER CITY OF ROSEMEAD FROM: MARC D. MC CONNELL, ASSISTANT FIRE CHIEF DIVISION V, OPERATIONS BUREAU II SUBJECT: 9743 TO 9747 VALLEY BOULEVARD, CITY OF ROSEMEAD This memo is in regards to the above-referenced vacant occupancies in the City of Rosemead. As you may be aware, Rosemead Engine Company 42, assisted by other units from this Department, responded to a fully involved structure fire at that location. It has come to my attention that this occupancy, which is made up of several buildings, has been vacant for over a year and possesses a substantial fire and safety bazard. These vacant structures are available for vagrants and others to use as shelter, thereby creating a potential fire problem. Fire Station 42 Captains, Battalion 10 Chiefs, and I believe that these buildings are a public nuisance that require immediate abatement action. This would include eitber totally boarding up the buildings to make access impossible or demolition. If you have any questions or concerns regarding this or other issues, please do not hesitate to call me at (626) 913-1430.
