RESOLUTION NO. 2000-06 -CLAIMS AND DEMANDS Reco mendation: Adopt Resolution No. 2000-06, for payment of City expenditures. B. 'RESOLUTION NO. 2000-05 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD AUTHORIZING THE EXPENDITURE OF JUVENILE ACCOUNTABILITY INCENTIVE BLOCK GRANT FUNDS BY THE COUNTY OF LOS ANGELES DISTRICT ATTORNEY'S OFFICE By adopting this Resolution, the council authorizes the District Attomey's office to administer and expend $10,496 in Juvenile Accountability Incentive Block Grant Funds to address the needs of at risk youth. Recommendation: Adopt Resolution No. 2000-05. CCAGENDA2-22-00 Page 9 1 RESOLUTION NO. 2000-07 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD APPROVING ADMINISTERING AGENCY- STATE MASTER AGREEMENT NO. 000356 AND PROGRAM SUPPLEMENT AGREEMENT NO. 0220 REV. 000 This Resolution provides for the Council's approval of an agreement between the City and State of California Department of Transportation to allow for reimbursement of State funds available for the rehabilitation of roadways. damaged during the latest El Nino winter. Recommendation: Approve Resolution 2000-07 and master and supplemental agreements; authorize the Mayor to sign the agreements; and direct staff to submit the executed agreements to the State Department of Transportation. D. RESOLUTION NO. 2000-08 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD SUPPORTING FAMILIA UNIDA LIVING WITH MULTIPLE SCLEROSIS By adopting this Resolution, the Council recognizes FULWMS for their advocacy and services to people affected by Multiple Sclerosis. Recommendation: Adopt Resolution No. 2000-08 E. RESOLUTION NO. 2000-09 - SUPPORTING BALLOT PROPOSITION 15 - THE CRIME LABORATORIES CONSTRUCTION BOND ACT By adopting this Resolution, the Council will endorse the passage of Proposition 15, providing $220 million in general obligation bonds for local crime lab construction. Recommendation: Adopt Resolution No. 2000-09. IV. CONSENT CALENDAR -RECOMMENDATION: APPROVAL CC-A ACCEPTANCE OF EASEMENT DEED FOR STREET PURPOSES - 2642 NEW AVENUE This agreement provides for the dedication of 16 feet of right-of-way along the Egley Avenue frontage of the subject property. Egley Avenue is fully improved with curb, gutter and sidewalk in this area. The subject property is currently owned by the Rosemead Redevelopment Agency but will soon be transferred to the Garvey School District; therefore, this dedication is required in order that the street and sidewalk improvements remain under the jurisdiction of the City of Rosemead as public right-of-way- Recommendation: The Council accept the deed. CC-B ACCEPTANCE OF BIDS AND AWARD OF CONTRACT FOR CURB HOUSE NUMBERING (FY 1999-2000) On December 2, 1999, bids were received for the subject project, which provides for the painting of curb house numbering throughout the City. City Council will consider accepting all bids and awarding the contract to the lowest, responsible bidder, Tim Major. Recommendation: Accept all bids and award the project to Tim Major; and authorize the Mayor to sign the contract on behalf of the City. CCAGENDA:2-22-00 Page #2 CC-C AB 1744 (LONGVILLE) - EXTENSION OF DUE DATE FOR HOUSING ELEMENT UPDATES SCAG sponsored State legislation providing for six-month extension of the due date for local housing element updates. Bill proposes to extend date from June 30 to December 31, 2000. Recommendation: Support AB 1744 (Longville) and authorize Mayor to send the appropriate correspondence. CC-D SB 1340 (SOLIS) AND AB 1754 (PACHECO) - DOMESTIC VIOLENCE COURTS - SUPPORT SB 1340 & AB 1754 establishes a pilot project for creating and expanding domestic violence courts. Recommendation: Support SB 1340 and AB 1754 and authorize Mayor to send letters of support and instruct the City's legislative advocate to work in support of these bills to provide funding for domestic violence courts in Los Angeles County. CC-E AUTHORIZATION TO PLACE AD IN THE WE-TIP CONFERENCE PROGRAM We-Tip will be holding its 27 s Annual National Crimefighting Conference and has requested that the City purchase an ad in their program. Recommendation: Authorize a half page ad to be placed in the program for the We-Tip Annual National Crimefighting Conference. CC-F AUTHORIZATION TO ATTEND 22ND INTERNATIONAL ASIAN ORGANIZED CRIME CONFERENCE, APRIL 24-28, 2000 - SAN FRANCISCO Recommendation: Authorize attendance of any Councilmember and Rosemead Deputies as assigned by the City Manager.
