Last month, staff received notice from the Department of Justice that the City of Rosemead was
eligible to receive $10,498 in Juvenile Accountability Incentive Block Grant funds for use in local
programs aimed toward addressing the needs of at-risk youth. Last year, the County Probation
Department was selected to administer the City's share of these federal funds that totaled $10,470.
Due to grant processing delays, sufficient prior year revenue remains to fund Probation Department
school crime suppression program activities, including Youth Effectiveness System (Y.E.S.),
through balance of the calendar year. Additionally, the Probation Department advises against
allocating second year funding for the same activities.
An alternate proposal has been received from the District Attorney's Office. The D.A. has requested
that the City assign its new grant allocation of $10,498 for D.A. special operations support in
juvenile investigations and prosecutions. Staff has confirmed that the District Attorney's Office is
able to administer these grant funds on behalf of the City and that the proposed activity is an
acceptable use of the funds.
RECOMMENDATION:
Staff recommends that the City Council adopt Resolution No. 00-05.

RESOLUTION NO. 00-05
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD
AUTHORIZING THE EXPENDITURE OF JUVENILE ACCOUNTABILITY
INCENTIVE BLOCK GRANT FUNDS BY THE COUNTY OF LOS
ANGELES DISTRICT ATTORNEY'S OFFICE
WHEREAS, the City of Rosemead declines to directly accept funds made through the Juvenile
Accountability Incentive Block Grant (JAIBG) Program administered by the Office
of Criminal Justice Planning (hereafter. referred to as OCJP); and
WHEREAS, the County of Los Angeles District Attorney's Office has offered to provide JAIBG
eligible cities with resources including grant administration to support at-risk youth
programs (i.e. Heightened Enforcement and Targeting (HEAT), or Abolish Chronic
Truancy (ACT) or 707 program for serious juvenile offenders); and
NOW, THEREFORE, BE IT RESOLVED that the City Council ofthe City of Rosemead waives
its right to its entire direct subgrant award and authorizes the funds to be expended by the County of
Los Angeles District Attorney's Office for the mutual benefit of both units of local government to
target the City's at-risk youth.
IT IS AGREED that any liability arising out of the performance of this Grant Award Agreement,
including civil court actions for damages, shall be the responsibility of the grant recipient and the
authorizing agency. The State of California and the OCJP disclaim responsibility for any such
liability.
BE IT FURTHER RESOLVED that the grant funds received hereunder shall not be used to
supplant expenditures controlled by this body.
