RESOLUTION NO. 2000-23 - CLAIMS AND DEMANDS Recommendation: Adopt Resolution No. 2000-23, for payment of City expenditures. B. RESOLUTION NO. 2000-25 - A RESOLUTION OF THE ROSEMEAD CITY COUNCIL CONSENTING TO A JOINT PUBLIC HEARING WITH RESPECT TO THE REDEVELOPMENT PLAN FOR REDEVELOPMENT PROJECT AREA NO. 2 AND THE ENVIRONMENTAL IMPACT REPORT PREPARED IN CONNECTION THEREWITH The adoption of the Redevelopment Plan for Redevelopment Project Area No. 2 requires that the Agency and City Council conduct a public hearing on the Plan. - Recommendation: Adopt Resolution No. 2000-25. RESOLUTION NO. 2000-24 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD OPPOSING AB 2544 (CALDERON) REVISING THE SCOPE OF ACTIVITIES OF THE SAN GABRIEL WATER QUALITY AUTHORITY This bill revises the scope of activities performed by the San Gabriel Basin Water Quality Authority (WQA), creates an advisory commission to determine the use of clean-up funds, and sunsets the WQA by July 2002. Recommendation: Adopt Resolution No. 2000-24 opposing AB 2544 (Calderon) and authorize the Mayor to send letter of opposition. IV. CONSENT CALENDAR - RECOMMENDATION: APPROVAL CC-A EXTENSION OF AGREEMENT WITH PEEK TRAFFIC/SIGNAL MAINTENANCE, INC. FOR TRAFFIC SIGNAL MAINTENANCE SERVICES The City has received a request from Peek Traffic/SMI to extend its current agreement for a period of one year through May 31, 2002. Recommendation: Approve a one-year extension and authorize the Mayor to sign the Extension of Agreement. CC-B AGREEMENT WITH ROSEMEAD'S 4TH OF JULY PARADE COMMITTEE This agreement formalizes the 4`h of July Parade Committee's status as a protected party under the City's liability coverage through the California Joint Powers Insurance Authority (CJPIA). 6commendation: Approve the Agreement. PROVAL OF SECOND ADDENDUM TO 1999 ENGINEERING AND AFFIC SURVEY- MISSION DRIVE AND DE ADALENA STREET -The City Council previously adopted the City-wide Engineering and Traffic Survey with Addendum #1 being for Valley Boulevard. Addendum #2 covering Mission Drive and De Adalena is now ready for approval. Recommendation: Approve the second addendum. CC-D EXTENSION OF AGREEMENT = PARKWAY AND-MEDIAN LANDSCAPE MAINTENANCE Mariposa Horticultural Enterprises, Inc., has maintained the City's Parkways-and medians since 1982. They have been responsive and their work has been performed satisfactorily. Recommendation: Approve a one-year extension and authorize the Mayor to sign the Extension of Agreement. CC-E- REQUEST FOR ADDITIONAL TRAFFIC CONTROL SIGNS AT THE INTERSECTION OF ARICA AVENUE AND RIO DELL STREET Staff was requested to review the aforementioned intersection because of a recent complaint of high-speed traffic in the area. Based on the existing condition of the site, the reported accident history, and field observation, no evidence was found of high speed turns or difficulty in turning. At the March 2"d meeting, the Traffic Commission approved tl;e ins: ',1 c~'war::ing signs, double yellow striping, and botts dots. CCAGENDA:5-27-00 Page n2 Recommendation: Approve the installation of warning signs, double yellow striping, and botts dots. CC-F REQUEST FOR ADDITIONAL TRAFFIC CONTROLS AT THE INTERSECTION OF EDMOND DRIVE AND MUSCATEL AVENUE Request from a resident for additional traffic controls at the aforementioned intersection due to high speeds traffic. This item was presented to the Traffic Commission on December 1999. Based on the existing conditions, the reported accident history, and field observations, staff recommended the installation of 25 MPH signs on Edmond Drive and the use of the speed trailer followed by selective enforcement. An amended recommendation included a study regarding the installation of rumble strips and a stop sign on Edmond Drive. The findings of this study determined that such installation would not be appropriate to this location. Instead, the installation of a 100-foot double yellow centerline on Edmond Drive from Muscatel Avenue was recommended. The staff recommendation was amended to include the installation of reflective pavement markers along the centerline and the removal of bushes at the northwest corner of the subject intersection. Recommendation: Approve the installation of 100-foot double yellow centerline on dmond Drive from Muscatel Avenue. ' C)LCC-HPPROVeALL stands a d ocations and waive elec W" jx"~ OF COOPERATIVE AGREEMENT BETWE TWE OSEMEAD AND THE ALAMEDA CORRIDOR-EAST CONST AUTHORITY OF THE SAN GABRIEL COUNCIL OF GOVERNN tric+permit~ CITY OFF.•,, Y" RUCTION 6n.0'& NTS REGARDING THE CONSTRUCTION OF GRADE CROSSING SAFETY IMPROVEMENTS AND GRADE SEPARATION PROJECTS Y The Alameda Corridor-East Construction Authority is implementing safety and/or traffic signal control measures and roadway widcnings to improve safety and mobility at r railroad grade crossings in the City of Rosemead. There are four at grade railroad crossings along the northern City boundary, at Walnut Grove Avenue, Encinita Avenue, Lower Azusa Road and Temple City Boulevard. The cooperative agreement outlines requirements and conditions for both agencies in regards to the construction of the grade crossing improvements. Recommendation: Approve the cooperative agreement and authorize the Mayor to sign the agreement. CC-I APPROVAL OF UNDERTAKING AGREEMENT FOR PARCEL MAP 25305 - 3534 TEMPLE CITY BOULEVARD For Council consideration,-the applicant for Parcel Map 25305 has submitted an Undertaking Agreement and Certificate of Deposit to guarantee the construction of a sewer-lateral subsequent to the recordation of the parcel map. Pursuant to the Subdivision Map Act, the subject parcel map does not require City Council approval. Recommendation: Approve the undertaking agreement for the installation of the sewer lateral. CC.AGENDA:5-23-00 i,asz 0 CC-J RELEASE OF BONDS - TRACT MAP 52629; 3424 ECKHART AVENUE A Faithful Performance Bond and a Labor Bond and Material Bond was required to guarantee construction of street improvements, sewerage, drainage improvements and setting of monument bonds. The total amount submitted to ensure the required improvements was $157,500. The improvements have been installed satisfactorily. Recommendation: Accept the public improvements and release the bonds for Tract Map No. 52629. CC-K ACCEPTANCE OF DEED FOR STREET PURPOSES - 2412 STRATHMORE AVENUE The street dedication is being submitted as a requirement of Parcel Map 25478 as required in Section 8110 of the Municipal Code.
