TRIPEPI, CITY MANAGER DATE: MAY 25, 2000 SUBJECT: CITY OF ROSEMEAD/EL MONTE JOINT COUNCIL MEETING Proposed Eaton Village Shopping Center — 9889 Valley Boulevard The purpose of the joint meeting with the City of El Monte is to provide both cities with a short presentation on a proposed development at the northeast corner of Valley and Temple City Boulevard. The developer, Mr. Robert McCoy, is proposing to develop a 28 acre "power- retail center ". This proposed center straddles the boundary line between the City of Rosemead and the City of El Monte. A information package will be provided to both cities the day of the meeting. The current design proposal consists of approximately 700,000 square feet of leaseable floor area and parking structures to accommodate 2,900 vehicles. Major anchor tenants that will be attracted to the location include a major grocery store (ie Albertsons), a sixteen screen motion Picture theatre, two electronics retailers, ice skating rink, several restaurants, and a variety of smaller retail and office spaces. Dialogue between the developer, the two cities and the private property owners has been ongoing for several months. According to Mr. McCoy, roughly 40% of the properties within the project site are in escrow and 35 % have informal agreements to purchase. It has been the position of the City of Rosemead from the start of this project that all costs will be the sole responsibility of the developer. This includes no City assistance in the form of land cost or lease writedown. The developer was informed of this position from staff's initial discussions regarding the project. Attachments: 1. Said item of business is more specifically described as: Resolution No. 8024 of the City Council of the City of E1 Mon o the San Ga riel Basin Water Quality Authority Government Code Section 54954.2 generally prevents action being taken by the City Council on any item not appearing on the posted agenda except under the following conditions: (1) Upon determination by a majority vote of the City Council that an emergency situation exists; or (2) Upon a two- thirds vote of the City Council (or if less than two- thirds of the members are present, an unanimous vote of those present) that the need to take action on the particular item arose subsequent to the posting of the agenda. WHEREAS, AB 2544 was introduced by Assemblyman Calderon to regulate the construction and use of waste wells that extend into underground aquifers; and WHEREAS, AB 2544 has since been substantially amended for the purpose of revising the scope of activities performed by the San Gabriel Basin Water Quality Authority (WQA); and WHEREAS, AB 2544 also contains provisions for sun setting the Water Quality Authority by July 2002 and designates the Los Angeles Regional Water Quality Control Board as WQA's successor; and WHEREAS, AB 2544 mandates WQA to reduce assessments imposed on water purveyors if they finance their own groundwater treatment projects without requirement that those projects be consistent with the clean-up objectives specified in the WQA Groundwater Quality Management and Remediation Plan. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of El Monte, California does hereby oppose AB 2544, unless amended. As currently written, AB 2544 fails to address and specify that: clean-up treatment projects of water purveyors must conform to the WQA Plan in order to receive reduced assessments; the successor agency to WQA not be allowed to assume responsibilities until the WQA has insured all clean-up treatment facilities are operational; and lacks sufficient assurances and protections that the environmental health of the San Gabriel Groundwater Basin will not be further compromised by bill provisions.
