TRIPEPI, CITY MANAGER DATE: JUNE 13, 2000 RE: APPROVAL OF CONTRACTOR FOR SENIOR CITIZEN LUNCH PROGRAM As required by guidelines of the Department of Housing and Urban Development (HUD), the City issued a Request for Proposal : _FP)_for contract services for . 'jeM - the Senior Citizen Lunch Program to provide meal"seivice on an annual basis for up to three years, based on satisfactory performance. Although the City published a public announcement regarding the RFP and sent applications to Catering on Location (who had proposed in a previous RFP), the YWCA, at their request, and to Morrison Health Care, the City received only one proposal. The proposal received was from Morrison Management Specialists, which is the City's current meals provider. Staff has attached a copy the proposal. Thoroughness Morrison Management Specialists submitted a full and thorough proposal including a proposed meal plan pattern for FY 2000-2001 and Certificates showing food handling capabilities of applicable staff. Overall Experience Morrison's has provided similar Senior Nutrition Programs since 1989 and currently serves 16 communities, including El Monte, Whittier, Glendale and Rosemead. c0ut%1C{L. -n-N ter, J! Tr cc--6 epor Approval of Contractor for Senior Citizen Lunch Program, 2 Cost Morrison's proposal is for $76,752 for a full year of service, with an up to 4% increase based on Consumer Price Index for the second and third year of service. The $76,752 represents a 2.44% increase over prices in FY 1999-2000 and a 4.47% increase in prices since 1997. There was no price increase between FY 1997-1998 and 1998-1999. Performance Morrison Management Specialists had consistently provided quality service to the City of Rosemead. There have been no consumer complaints regarding service in the last three (3) years of performance. RECOMMENDATION It is recommended that the City Council select Morrison Management Specialists as the City's service provider for the Senior Citizen Lunch Program and authorize the City Manager or designee to execute all agreements.
