ORDINANCE NO. 810 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD EXTENDING ORDINANCE NO. 804 WHICH IMPOSED A MORATORIUM ON THE ISSUANCE OF ANY PERMITS OR ENTITLEMENTS FOR SPECIFIED LOCATIONS ON VALLEY BOULEVARD AND DECLARING THE URGENCY THEREOF - ADOPT Ordinance No. 804 was adopted to allow staff time to study sections of Valley Boulevard to determine appropriate land use classifications. PUBLIC HEARING: RESOLUTION NO. 2000-43 - CERTIFICATION OF COMPLIANCE WITH LOS ANGELES COUNTY CONGESTION MANAGEMENT PLAN The Congestion Management Program (CMP) requires the City to annually attest to the fact that the City has met all requirements of the CMP. This resolution accomplishes that task. Recommendation: Adopt Resolution No. 2000-43. M. . LEGISLATIVE A. RESOLUTION NO. 2000-42 -CLAIMS AND DEMANDS (1999-2000) Recommendation: Adopt Resolution No. 2000-42, for payment of City expenditures. B. RESOLUTION NO. 2000-44 - CLAIMS AND DEMANDS Recommendation: Adopt Resolution no. 2000-44, for payment of City expenditures. C. ORDINANCE NO. 811 - AN URGENCY ORDINANCE OF THE CITY COUNCIL IMPOSING A 45-DAY MORATORIUM ON THE ISSUANCE OF ANY NEW CONDITIONAL USE PERMITS FOR GARMENT MANUFACTURING, PROCESSING, OR ASSEMBLING IN THE M-I ZONE - ADOPT Staff recommends a 45-day moratorium on the issuance of new conditional use permits for garment manufacturing businesses. This moratorium will allow staff to review existing regulations and make recommendations to the Planning Commission and City Council regarding additional regulations. Recommendation: Adopt Urgency Ordinance No. 811. IV. CONSENT CALENDAR- RECOMMENDATION: APPROVAL 7 DCC-A APPROVAL OF SECOND ADDENDUM TO 1999 TG AND TRAFFIC SURVEY -MISSION DRIVE A ADALE STREET The City Council previously adopted the City-wide Engineering and Traffic Survey with the First Addendum being for Valley Boulevard. The Second Addendum covers Mission Drive and De Adalena Street, now completed for approval ;Reco endation: Approval of Second Addendum. C-B AUTHORIZATION TO REJECT CLAIM AGAINST THE CITY - RUTH BAO- RONG MAO Claimant tripped and fell while walking on public sidewalk. The City's claims adjuster, Carl Warren & Company recommends rejection of this claim. mmendation: Reject claim. CSB 1546 (KNIGHT) -VETERANS HOME BOND FUNDS SB 1546 appropriates Veterans Home Bond Funds for construction of a veterans home in the City of Lancaster. CCAGENDA:8-8.00 Page n2 Support SB 1546 AWARD OF BID - CITY VEHICLES: 2001 FORD TAURUS, 2001 FORD RANGER REGULAR CAB, 2001 FORD RANGER SUPERCAB; AND 2001 FORD SUPER DUTY F-350 TO BOB WONDRIES FORD The 2000-01 City Budget includes authorization to purchase three replacement vehicles and one additional vehicle. The City received three bids: Bob Wondries Ford, Ed Butts Ford, and Galpin Ford. Bob Wondries is the low bidder with the total bid of $73,192.53. Recommendation: Award the bid for the purchase of four (4) vehicles to Bob Wondries Ford in an amount of $73,192.53. V. MATTERS FOR DISCUSSION AND ACTION A. APPROVAL OF WATER QUALITY AUTHORITY AMENDMENTS TO AB 2544 (CALDERON) The City Council has gone on record as opposing this legislation which would revise the scope of activities of the San Gabriel Valley Water Quality Authority and will sunset, or terminate, the Authority by July 2002. The proposed amendments would extend the life of the Authority to July of 2006 or to such a time would allow the Authority to disburse any outside funds it is responsible for. VI. STATUS REPORTS VH.
