CITY MANAGER" DATE: AUGUST 8. 2000 RE: SB 1546 (KNIGHT) - VETERANS HOMES - SUPPORT Attached for the City Council's review are copies of SB 1546 (Knight), current bill status, complete bill history, Senate committee analysis, and a letter jointly signed by the mayors of Lancaster, Palmdale, Santa Clarita, Victorville, Tehachapi, and Califomia City requesting Rosemead's strongly support SB 1546. SB 1546 appropriates an amount of funds not to exceed $12 million from the Veterans Home Fund to meet state funding requirements for the construction of a veterans home, to be located in the City of Lancaster. Federal funds will be sought and are expected to contribute 65 percent of the construction costs for the new veterans home. However, state funds must be approved prior to the federal government's consideration of matching funds. There currently are state veterans homes in Youmville, Barstow and one soon to open in Chula Vista. Proposition 16, the Veterans' Home Bond Act of 2000, was passed by the voters on the March 2000 ballot and authorized the construction of a new home in Lancaster. In addition to the cities referenced above, the County of Los Angeles, Veterans of Foreign Wars; the American Legion and the California Veterans Board support SB 1546. Predictably a significant number of.these older veterans receive only a modest income. Consequently, the prompt construction of the veterans' home in Lancaster is of vital importance. The timely exploitation of the Federal program for the construction of State Veterans' Homes in Senate Bill 1546 is clearly 'right on target'". According to the author's office: "In order to qualify for 658 federal matching funds, the state must appropriate its share of the Veterans Home construction costs without regard to fiscal year and demonstrate that no further state action is required to make the funds available. "California law states that the Lancaster Veterans Home is to be built once the Chula Vista Home is completed and operational. The Chula Vista Home opened on May 13, 2000. Since the state is using the same design and construction plans on every veterans' home, the state can proceed directly to the final phase of the capital outlay process: construction of the Lancaster home. Even with the two existing Southern California Veterans Homes, demand for residency at Lancaster is still high--over 300,000 eligible veterans live within the 60 mile Lancaster service area. However, the USDVA had projected a severe shortage of skilled nursing and domiciliary beds for Veterans by the year 2000 in Southern California. Over the years, several State Commissions charged with selecting locations for the Southern California Veterans Homes evaluated and recommended potential home sites based on established criteria. Among the criteria required for selection as a site were location to nearby medical facilities and public transportation; size of the veterans' population; and community support. • The recommended sites were Barstow (San Bernardino County), Chula Vista (San Diego County), Lancaster (Los Angeles County), and Saticoy (Ventura County). These sites were placed into law in 1996 under Senate Bill 1382. The current code states that Lancaster will be the third home built once the Chula Vista site is open and operating. Chula Vista officially opened on May 13, 2000. • Lancaster has met all of the necessary criteria, has donated 23 acres of land for the home site and has made the necessary infrastructure improvements in anticipation of the Veterans Home at no cost to the state. Senate Bill 630, signed into law last year, placed the Veterans Home Bond Act of 2000 on the March 2000 ballot. The Bond Act authorized $50 million to construct the Lancaster and Saticoy homes, as well as renovate the existing Yountville Veterans Home in Northern California. The Veterans Home Bond Act (Proposition 16) passed with 62% voter approval on March 7, 2000. • Even with the state veterans Homes, demand for residency at Lancaster is still high-there is currently a waiting list of over 400 individuals. USDVA statistics indicate that there is a present need in Califomia for 7,000 nursing care beds for Veterans, yet the state has only 2,000 beds available. Purpose of Senate Bill 1546 The Federal USDVA will provide a 2 for 1 match of any state dollars towards construction of a Veterans Home. However, the Lancaster Veterans Home cannot even be considered for federal matching dollars until the state funds its share of the Home costs.
