TRIPEPI, CITY MANAGER DATE: �( JULY 11, 2000 RE: SHOPPING CART RETRIEVAL PILOT PROGRAM Over the past four months California Shopping Cart Retrieval Corporation (CSCRC) has been operating a pilot shopping cart retrieval program within Rosemead. Staff researched other local government agencies' programs, prior to recommending to the City Manager that the City undertake a pilot program to assess the benefits of contracting for shopping cart abatement services. Based upon the initial success of the pilot program and as a consequence of recent refinements in the program, it is recommended the City Council approve continuation of the pilot on a month -to -month basis. Staff initially recommended the utilization of California Shopping Cart Retrieval Corporation (CSCRC). They are the primary shopping cart service in the region, serving Alhambra, Azusa, Monterey Park, San Gabriel, and El Monte (to name a few). CSCRC is a mutual benefit corporation that provides cart retrieval services for major chain and independent grocery stores (Vons, Ralph's, Albertson's, Hughes, Food 4 Less) in Los Angeles, Orange, San Bernardino, Riverside, Santa Barbara, San Diego and Ventura counties. They also serve Sav -On, Target, Orchard Hardware, K -Mart, Longs, Wal -Mart and other retailers. CSCRC has assigned trucks to pick -up any shopping cart within the city, and return member carts direct to stores. Under the terms and conditions of our pilot, CSCRC has agreed to take orphan carts back to the store of origin for no charge. Carts lacking state required identification and that cannot be identified will be taken by CSCRC to an approved recycling center for disposition and credit to our AB 939 diversion program. CSCRC will collect carts between 7am -7pm seven days a week, and provides an 800 number for calls for service. CSCRC is headquartered in Alhambra. 1uw I ►i: 10 Staff recommends that the City Council direct the City Manager to take the necessary steps to continue the shopping cart retrieval program pilot and authorize the expenditure of funds on a month -to -month basis for services.
