TRIPEPI, CITY MANAGE DATE: SEPTEMBER 19, 2000 RE: 7864 EMERSON PLACE - HEARING This property was previously scheduled to be heard before the Building Rehabilitation Appeals Board on August 22, 2000. The subject property consists of a tenant- occupied single family dwelling located in the R -2 zone. A "Please Letter" was mailed to the property owner on January 25, 2000. Inspection on February 17, 2000 revealed no progress. The Building Official declared the property substandard and filed a Declaration of Substandard Property with the Los Angeles County Recorder's office. A "Fifteen Day" certified letter was mailed and posted on the property on February 23, 2000, requesting abatement of the substandard conditions. Inspection on March 21, 2000 revealed no change at the property. A "bulky item" trash notice was mailed to both the tenants and property owners on April 12, 2000. There is a locked gate at this property and no access is available to the rear yard. However, while making an inspection at a neighbor's property on April 19, 2000, the building inspector noticed that there were abandoned vehicles at the rear of the subject property. A revised list of defects was compiled and a copy was mailed to the property owner. Inspection was attempted on May 18, 2000, but no access was gained. There appeared to be no change. Inspection on May 31, 2000 revealed that a camper shell and some debris had been removed. Follow -up inspection on June 22, 2000 still showed vehicles, junk and debris at the site. On July 18, 2000, while again at the neighboring property, the building inspector noticed unpermitted plumbing and electrical work at an exterior laundry area. (This area had previously been obscured from view due to the debris piled at the location.) A revised list of defects was compiled and mailed to the property owner that day. Inspection on August 29, 2000 revealed no change at the property. Staff has had no contact with the property owners since the initiation of the case. A Notice of rescheduled Hearing was mailed and posted on the property on August 15, 2000. All interested parties have been notified.
