TRIPEPI, CITY MANAGERy DATE: FEBRUARY 12, 2002 RE: RESOLUTION NO. 2002 -09 — A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD SUPPORTING CONTINUED OPERATION OF THE PUENTE HILLS LANDFILL The City of Rosemead has the responsibility for ensuring the provision of solid waste management programs for its residents and businesses. These programs include recycle /reuse programs to divert waste from disposal, as well as, disposal services for wastes not diverted. The County Sanitation Districts, of which Rosemead is a member, provides cost- effective, environmentally sound waste diversion and disposal programs to cities throughout the County. The Sanitation Districts' mission includes operation of landfills like the Puente Hills Landfill. The Sanitation Districts is periodically required to renew its permit for the continued operation of the Puente Hills Landfill. The permitting process requires the Sanitation Districts receive public comments before initiating the renewal request with the Los Angeles County Planning Commission for its consideration, and culminating with final review by the California Integrated Waste Management Board. A hearing has been held and the Sanitation Districts considered public input before approving the filing of the permit renewal application with the Planning Commission. The availability of cost - effective landfill facilities is required for Rosemead to provide affordable waste management programs to residents and businesses. The continued operation of the Puente Hills Landfill, for its remaining capacity of 38 million tons at currently permitted weekly and daily disposal limits, will ensure the availability of adequate landfill capacity for another decade. The Sanitation Districts' new permit will provide continued funding for open space preservation and numerous mitigation measures to balance the public service need with environmental considerations. Additionally, the continued operation of the Puente Hills Landfill will provide funding to transition to a waste -by -rail system to provide long -term disposal needs for the future. RECOMMENDATION: Adopt Resolution No. 2002 -09 supporting the continued operation of the Puente Hills Landfill.
