CC - Item II.B - Public Hearing to Consider Local Law Enforcement Block Grant Program FundTO: HONORABLE MAYOR AND MEMBERS ROSEMEAD CITY COUNCIL FROM: BILL 4&, CITY MANAGER DATE: SEPTEMBER 10, 2002 RE: PUBLIC HEARING TO CONSIDER LOCAL LAW ENFORCEMENT BLOCK GRANT (LLEBG) PROGRAM FUNDING For the past six years, the City has participated in the federal Department of Justice Local Law Enforcement Block Grant (LLEBG) Program. The LLEBG Program provides local government with funds to underwrite projects designed to reduce crime and improve public safety. For FY 2002 -03, the City will receive $94,317 (matched by $10,480 of city funds) from the Department of Justice to fund law enforcement activities. This amount will be combined with the FY 2001 -02 allocation of $136, 953 for a total of $241,750 and be used for the funding of one Motor Traffic Enforcement unit and one Law Enforcement Technician in support of the city's Community Oriented Policing program. The amount of funds a jurisdiction receives is based upon the average annual number of Uniform Crime Reporting Part I violent crimes reported to the FBI for the three most recent calendar years. The City filed its FY 2002 -03 application and it has been conditionally approved, pending confirmation of LLEBG Advisory Board review and the City Council's final authorization. The Advisory Board has unanimously approved the Sheriffs Department expenditure recommendations to allocate requested FY 2002 -03 grant funds for continued funding of the Motor Traffic Enforcement unit and the Law Enforcement Technician and overtime expenses in support of the Community Oriented Policing program. In prior years, expenditures have been utilized for equipment, hiring of non - sworn personnel and overtime for special assignment details and extending services. RECOMMENDATION It is recommended that the City Council conduct the required public hearing and approve the funding recommendation of the LLEBG Advisory Board for FY 2002 -03. FROM SUBJECT: Proposed use of LLEBG grant funds The City of Rosemead is in receipt of Federal funds under the Bureau of Justice Assistance LLEBG program for $94,317.00 plus a city matching contribution of $10,480.00 for a total of $104,797.00. It is recommended that these funds be used to supplement the city's Fiscal Year 2001/ 2002 award of $123,258.00 plus a city matching contribution of $13,695.00 for a total of $136,953.00. This will allow for the continued funding of 1- Deputy Sheriff Bonus 1 motor traffic enforcement unit and 1- Law Enforcement Technician through Fiscal Year 2003 / 2004 in support of the city's Community Oriented Policing program. It is recommended that these funds be used to assist with funding these positions in Fiscal Year 2004 / 2005. These expenditures are in compliance with established purpose area 1.
