SELECTION OF MAYOR B. SELECTION OF MAYOR PRO TEM C. PRESENTATIONS TO OUTGOING MAYOR 1. ORAL COMMUNICATIONS FROM THE AUDIENCE - H. PUBLIC HEARINGS - EXPLANATION OF THE PUBLIC HEARING PROCEDURES BY THE CITY ATTORNEY A. Public Hearing regarding proposed Community Development Block Grant (CDBG) and HOME Allocation for FY 2002-2003 A Public Hearing to receive public input regarding needs in the City of Rosemead. Recommendation: It is recommended that after public testimony, review and after any amendments, that the City Council approve the City's proposed CDBG and HOME programs and projected use of funds for FY 2002-03 and authorize staff to include this in the Amoral Funding Plan and that the City Council consider the public service applications and award funding, within the 15% cap amount available, to public service agencies that have submitted applications. 3 A Recommendation: Adopt Resolution No. 2002-18, for payment of City expenditures. IV. CONSENT CALENDAR-RECOMMENDATION: APPROVAL E CC-A AUTHORIZATION TO ATTEND LEAGUE OF CALIFORNIA CITIES lf/ y LEGISLATIVE ACTION DAYS, SACRAMENTO, MAY 15-16,2002 This seminar will consist of briefing sessions on the legislative agenda and will provide an opportunity to meet with our State Legislators. Recommendation: Authorize the attendance of any Councilmember, City Manager, City Attorney and staff designee. CC-13 AUTHORIZATION TO ATTEND THE ROSEMEAD CHAMBER OF COMMERCE 2002-03 PLANNING CONFERENCE, VENTURA, MAY 17-18, 2002 This annual conference helps determine what services and activities should be provided to Chamber members during Fiscal Year 2002-03. Recommendation: Authorize the attendance of any Councilmember, City Manager and his staff designee. ~CC-C AUTHORIZATION TO PLACE AD IN 29T" ANNUAL WE TIP CONFERENCE PROGRAM We Tip has requested that the City place an ad in the Conference Program. Last year the City placed a one-half page ad in their program. ACC-D the amoum of $225 00. A. RESOLUTION NO. 2002-18 - CLAIMS AND DEMANDS III. LEGISLATIVE Recommendation: It is recommended that the City Council authorize the p~nament of a onralfpage advertisement in the We Tip Conference Program in placement of aone-blfpage advertisement in the We Tip Conference Program in the amount of $225.00. APPROVAL OF CITY PARTICIPATfON WAUTION FOR PRACi'ICAL APPROVAL OF CITY PARTICIPATION M IN COALITION FOR PRACTICAL REGULATION STORM WATER PROGRAM REVIEW AND EWNOMIC REGULATION STORM WATER PROGRAM REVIEW AND ECONOMIC IMPACT STUDY IMPACT STUDY Rosemead is faced with costly federal and state storm water mandates. The Coalition for Practical Regulation (CPR) is contracting with USC to conduct an assessment of costs of these mandates. CPR has requested a $5,000 contribution toward completion of the study. Recommendation: Approve the City participation in Coalition for Practical Regulation study in an amount not to exceed $5,000. CC-E APPROVAL OF ENGINEERING PROPOSAL TO PROVIDE ENGINEERING SERVICES FOR THE FY 2001-02 SLURRY SEAL PROJECT ON VARIOUS STREETS This proposal provides for engineering design and construction management services for the Fiscal year 2001-02 Slurry Seal Project. Recommendation: It is recommended that the City Council approve the engineering proposal and direct staff to begin the preparation of the necessary plans and specifications. ' 91 CC-F AB 2317 (CHU) - SUBSTANCE ABUSE: ADULT RECOVERY MAINTENANCE FACILITIES - SUPPORT This legislation requires the State Department of Alcohol and Drug Programs to administer licenses and regulate adult recovery maintenance facilities. These facilities provide alcohol-free or drug-free housing and structured programs for individuals seeking to maintain a sober lifestyle. Currently, California does not have licensing requirements for these facilities. Recommendation: It is recommended that the City Council approve support of AB 2317 and authorize the Mayor to sign letters of support. i/u CC-G AB 2185 (CHAVEZ) - LOS ANGELES REGIONAL WATER QUALITY U CONTROL BOARD - SUPPORT AB 2185 modifies the existing Los Angeles Regional Water Quality Control Board to include public agency representation. Recommendation: It is recommended that the City Council approve support of AB 2185 and authorize the Mayor to sign letters of support. C-H SALARY ADJUSTMENT FOR DIRECTOR FINANCE/MANAGEMENT INFORMATION SYSTEMS AND DIRECTOR OF PLANNING Consideration of salary adjustment for Director of Finance/Management \ Information Systems and Director of Planning. J\J Recommendation: It is recommended that the Rosemead City Council approve C~ the salary adjustment for the Director of Finance/Management Information and the Director of Planning. V.
