ROSEMEAD TRAFFIC COMMISSION MEETING JULY 8, 2004 A regular meeting of the Rosemead Traffic Commission was called to order by Chairperson Knapp at 7:00 p.m., in the Council Chambers, 8838 East Valley Boulevard, Rosemead. L APPROVAL OF MINUTES - Apri11, 2004 & June 3, 2004 It was moved by Commissioner Quintanilla, seconded by Commissioner Baffo to approve the minutes for April 1, 2004. REQUEST TO INSTALL TRAFFIC SIGNAUSTOP SIGN ON GRAVES AVENUE AT JACKSON AVENUE AND INSTALL RED CURB ON GRAVES AVENUE Deputy Traffic Engineer Itagaki presented the staff report. RECOMMENDATION: Based on the analysis, the intersection of Graves Avenue and Jackson Avenue does not warrant the installation of a traffic signal. More specifically, the traffic and pedestrian volumes and the reported collision history does not support the installation of a traffic signal at Graves Avenue and Jackson Avenue. Speaking before the Commission was: Michael Jerome Associate Director at Maryvale Mr. Jerome explained the traffic problems entering Rosemead from Monterey Park. He thought perhaps the traffic signal was not needed, but a stop sign instead, which will also be more cost effective. Deputy Traffic Engineer Itagaki stated that staff looked into the installation of a stop sign, but the guidelines did not meet the criteria. Guidelines for speed bumps were also not meet. However, on Graves there is a two -way left turn lane there. Chairperson Knapp recommended a "Pedestrian Crossing" sign to warn travelers that there is an area with children. Deputy Traffic Engineer Itagaki stated that this type of sign would be appropriate at this location. . It was moved by Chairperson Knapp, seconded by Commissioner Baffo, and carried unanimously to approve two "Pedestrian Crossing" signs, facing east and west on Graves Avenue. IV. NEW BUSINESS - NONE V. STAFF REPORTS Assistant City Manager Don Wagner stated that the Governor is still negotiating how much money the City will have to give up. VI. COMMISSIONER REPORTS Deputy Izell gave out some hand -outs regarding motorcycles/ motorbikes. Chairperson Knapp stated that she is getting letters from residents that are concerned with the traffic at the future Wal -Mart location. Assistant City Manager Wagner stated that the Planning Department will be having a public hearing sometime in August, to discuss the E.I.R. Report, as well as, the traffic situation at this location. VII. ADTOURNMENT There being no further business to come before the Commission, the meeting was adjourned. APPROVAL OF MINUTES - Tull, 2004 The July minutes were deferred to a later date. II. ORAL COMMUNICATIONS FROM THE AUDIENCE - None III. OLD BUSINESS - None IV. NEW BUSINESS A. REQUEST FOR MODIFY CURB ZONES AND INSTALL "NO U- TURN" SIGNS IN FRONT OF WILLIAMS ELEMENTARY SCHOOL ON DEL MAR AVENUE Deputy Traffic Engineer Itagaki presented the staff report. - RECOMMENDATION: It was recommended the curb zones in front of Williams School on Del Mar . Avenue be repainted with the changes proposed in Exhibit 1. These changes include painting over (or removing) the existing yellow curbs. The yellow curbs in front of the school will become white to be consistent with other school loading zones. The yellow curb in front of the school's parking lot will become " green with "20 Minute' stenciled on the curb. It was further recommended that "No U -Turn' signs be installed for southbound traffic. These signs are to be posted at the driveways to the parking lot of the school. Speaking before the Commission was: Joyce Kiley 1149 Sunset Briar Glendale, California Ms. Kiley is the owner of the property at 2464 Del Mar Avenue in Rosemead. She is opposed to the "No U -Turn' sign in front of her property, because her tenants make U -turns in order to park in front of her property. Deputy Traffic Engineer Itagaki recommended that the "No U -Turn' sign be installed at Highchff. It was moved by Commissioner Benjamin, seconded by Commissioner _ Quintanilla, and carried unanimously to install a "No U -Turn' sign on Highchff Street. B. - REQUEST TO INSTALL RED CURB AT 2482 NEW AVENUE Deputy Traffic Engineer Itagaki presented the staff report. RECOMMENDATION: The installation of 13 feet of red curb between 2482 and 2476 New Avenue was It was moved by Vice - Clairperson Matsdorf, seconded by Commissioner Quintanilla, and carried unanimously to approve the Traffic Engines recommendation. V. STAFF REPORT - None VI. COMMISSIONER REPORTS Commissioner Quintanilla asked what took place on the south side of town regarding the Wal -Mart. Assistant City Manager Don Wagner stated that several opponents of Wal -Mart showed up at the Los Angeles County Board of Supervisor's Meeting and indicated that they were opposed to the future Wal -Mart The Planning Commission meeting is scheduled for August 16th , at the Rosemead High School Auditorium and the City Council will also meet at the High School on September 7tb. Chairperson Knapp stated that the timing of the signal at Walnut Grove and Valley Boulevard is off. VII. OOT.09'2009 09:49 staff Report Rosemead traffic Commission TO: HONORABLE CHAIRMAN AND MEMBERS FROM: JOANNE ITAGAKI, TRAFFIC ENGINEERING DEPUTY DATE: September 29, 2004 SUBJECT: Request for Red Curb In Front of 3303 Del Mar Avenue REOUE T Mr. Daniel Deng owner of 3303 Del Mar Avenue has requested staff to review the possible installation of red curb in front of his property. His request came through the Planning Department when he was notified of plans for a future project at 3313 Del Mar Avenue, adjacent to his building. Mr. Deng has also requested-consideration of time limit parking in front of 3313 Del Mar Avenue because of the proposed residential use. However, at this time, staff proposes to postpone analysis of the time limit parking until such time when, or if, the residential development proves to cause a problem with long -term parking. CONDITIONS Exhibit 1 depicts the curb frontage at 3303 Del Mar Avenue. Parking is allowed on both sides of Del Mar Avenue. There are two lanes of traffic in each direction of Del Mar Avenue separated by a double yellow centerline. DISCUSSION Field observation of the location was made during the mid - morning period. There was one vehicle parked in front of 3303 Del Mar Avenue. The property at 3303 Del Mar Avenue has on -site parking behind'the building. Discussions with Mr. Deng indicate that he would like the red curb in front of his property because visibility of southbound vehicles on Del Mar Avenue is difficult. Sometimes trucks are parked in front of his property. In addition, there is no two- way left turn lane to provide a "refuge" for left turns out of the property. As identified in Exhibit 1, the curb frontage at 3303 Del Mar Avenue Is approximately 50 feet with the existing driveway. This allows for approximately 30 feet of parking directly in front of 3303 Del Mar Avenue. The curb frontage at 3261 Del Mar Avenue (south of subject property) Is also 50 feet with an existing driveway. There was one vehicle parked in front of 3261 Del Mar Avenue. The proposed residential, development at 3313 Del Mar Avenue (north of subject property) will provide on -site parking. This will include parking for guests. It is . anticipated that some overflow may occur on Del Mar Avenue. RECOMMENDATION The installation of red curb in front of 3303 Del Mar Avenue is recommended. This red curb will provide additional sight distance for motorists exiting the property. It will not significantly affect the neighboring businesses. She indicated that there are vans parked from the Dollar Rent -a-Car facility that hinder traffic flow on Earle Avenue. She has requested parking restrictions on Earle Avenue. Exhibit 1 depicts conditions on Earle Avenue north of Garvey Avenue. Earle Avenue Is 34 feet wide. Southbound Earle Avenue is stop controlled at Garvey Avenue. There is no striping on Earle Avenue at Garvey Avenue. There are street sweeping parking restrictions on Earle Avenue.. DISCUSSION Field observation of the location was made during the mid - moming period. There were 3 vans parked on Earle Avenue in the Immediate vicinity of Garvey Avenue. They were all similar in appearance and look as if they are part of the Dollar Rent -a-Car facility. These vans did hinder traffic flow such that vehicles had to slow to pass them and keep an eye on opposing traffic. On Earle Avenue further north, there is not a high concentration of parking. This is a residential area with few vehicles parking on the street. As shown in Exhibit 1, there are 2 fire hydrants on the east side of Earle Avenue. This limits parking on the east side to approximately one parking space. On the west side, there are no parking restrictions. Though we do not like to paint red curb at fire hydrants because enforcement of this parking restriction can be made without red curb, we believe this will better direct vehicles to park in appropriate locations. it will also provide a clearer travel path immediately north of Garvey Avenue on Earle Avenue.
