ROSEMEAD TRAFFIC COMMISSION MEETING DECEMBER 2, 2004 A regular meeting of the Rosemead Traffic Commission was called to order by Chairperson Knapp at 7:00 p.m., in the Council Chambers, 8838 East Valley Boulevard, Rosemead. ROLL CALL Present: Chairperson Knapp, Vice - Chairperson Matsdorf, Commissioner Quintanilla, & Commissioner Benjamin Absent: None Pledge of Allegiance: Vice - Chairperson Matsdorf Invocation: Commissioner Quintanilla APPROVAL OF MINUTES - November 4, 2004 I. It was moved by Commissioner Benjamin, and seconded by Commissioner Quintanilla to approve the minutes of November 4, 2004. COMMUNICATION FROM THE AUDIENCE - None III. OLD BUSINESS - None IV. NEW BUSINESS A. REQUEST FOR ADDITIONAL STOP SIGNS AT THE INTERSECTION OF DOROTHY STREET AND KELBURN AVENUE Deputy Traffic Engineer Itagaki presented the staff report. Recommendation: The installation of forty (40) feet of red curb on the west side of Kelburn Avenue and north of Dorothy Street is recommended. It was moved by Vice - Chairperson Matsdorf and seconded by Commissioner Benjamin and carried unanimously to approve the Traffic Engineer's recommendation. V. STAFF REPORTS Assistant City Manager Wagner noted the following events: Dinsmoor Open House on December 11, from 12:00 noon to 4:00 pm; Chamber of Commerce Mixer at First American Bank on December 9; Zapopan Target Area Clean -up on Saturday morning, December 4; reorganization of Traffic Commission in January, 2005. Traffic Engineer Itagaki reported that the red curb requested for Valley Boulevard at Hidden Pines Place was approved by the City Council. VI. Commissioner Quintanilla questioned the accuracy of the traffic sensors at the Valley, Mission, Rio Hondo intersection. Traffic Engineer Itagaki said that the Contractor responsible for this equipment performs routine maintenance checks and that this intersection is scheduled for review soon. Commissioner Quintanilla also mentioned that the twenty minute parking limitation at the Post Office is not being observed. Chairperson Knapp reported that Lee Ann Dalessio from the Chamber of Commerce asked if the area in front of their building could be restricted to twenty minute parking and also noted a lack of street sweeper signs on the west side of the street. Chairperson Knapp reminded those present of the People for People Christmas Dinner at the Rosemead community Center on December 18. VII. ADJOURNMENT There being no further business to come before the Commission, the meeting was adjourned at 7:30 p.m., with three people in the audience. The next regular meeting of the Traffic Commission is scheduled for January,6, 2005. / bt MEMORANDUM TO: HONORABLE CHAIRMAN AND MEMBERS ROSEMEAD TRAFFIC COMMISSION FROM: DONALD J. WAGNER, ASSISTANT CITY MANAGER DATE: JANUARY 6, 2005 SUBJECT: REORGANIZATION PROCEDURES The following procedure is suggested for reorganization of the Commission: 1. The incumbent chairperson turns the meeting over to the City staff representative for nomination and election of the new chairman. 2. The City staff representative calls for nominations. No seconds are required for nominations. When no further nominations are heard, the City staff representative declares the nominations closed. 4. If there is only one nominee, a motion of his /her election may be entertained. 5. If there is more than one nomination, then the Secretary will call a roll call vote. Commissioners should respond with the name of the nominee they vote for. 6. The candidate polling a majority is the new chairperson. The newly - elected chairman assumes the chair, then opens nominations for vice - chairperson. Staff Report Rosemead Traffic Commission TO: HONORABLE CHAIRMAN AND MEMBERS ROSEMEAD TRAFFIC COMMISSSION FROM: JOANNE ITAGAKI, TRAFFIC ENGINEERING DEPUTY DATE:' December 27, 2004 RE: Request for Audible Pedestrian Signals at Walnut Grove Avenue and Landis View Lane REQUEST Mr. Jhon Rodriguez, 620 N. San Gabriel Boulevard, has requested the installation of audible pedestrian signals at the intersection of Walnut Grove Avenue and Landis View Lane. Mr. Rodriguez's letter indicated that when they cross Walnut Grove Avenue at Landis View Lane they find it difficult to determine when pedestrians are given the "walking man" symbol because of the contrast in sunlight against the pedestrian signal. Currently, the intersection of Walnut Grove Avenue and Landis View Lane operates with Walnut Grove Avenue and San Gabriel Boulevard. One single traffic controller controls these two intersections. Pedestrians crossing Walnut Grove Avenue at Landis View Lane will get a "walking man" symbol when the pedestrian push button is activated. At that same time, the vehicles exiting Landis View Lane will receive a green signal. Pedestrians are not allowed to cross Walnut Grove Avenue at San Gabriel Boulevard. Pedestrians must travel north on Walnut Grove Avenue and cross at Landis View Avenue. Pictures of the subject intersection will be available at the Traffic Commission meeting. I DISCUSSION Visually impaired people often depend on the sounds of traffic to determine when a traffic signal has changed giving them the . right -of -way to cross the street. When cross street traffic has a low volume of traffic, it can become difficult for visually impaired people to determine when they have been given the right -of- way. January 6, 2005 Traffic Commission Meeting Request for Audible Pedestrian Signals at Walnut Grove Avenue and Landis View Lane Page 2 of.2 Many cities use audible pedestrian signals to assist visually impaired people in crossing the street. These signals "tweet or cuckoo" notifying pedestrians when the "walking man" phase is on. It is usually silent when the "hand" is on. Landis View Lane at Walnut Grove Avenue has a low volume of traffic. This can make it difficult for a visually impaired person to know when the right -of -way has been given to Landis View Lane. With a low volume of traffic, the visually impaired person does not hear vehicles exiting from Landis View Lane and therefore is unsure.of the right -of -way for the pedestrian. The City of Rosemead has not received many requests for assistance in crossing the street by visually impaired people. In my tenure at the City, I do not know of any other such requests. Audible pedestrian signal requires the installation of a "speaker" usually on top of the pedestrian signal head. When the "walking man" is on for the pedestrian, the "tweet or cuckoo" sounds. to notify the visually impaired it is time to cross the street. There is no sound when the red hand is on. In general, the red hand will be on when the green traffic signal light is on unless the pedestrian button is pushed. So, unless a pedestrian pushes the button to get a "walking man" signal, the audible pedestrian signal is silent. It is recommended that audible pedestrian signals be installed at the intersection of Walnut Grove Avenue at Landis View Lane for pedestrians crossing Walnut Grove Avenue. P: \06- 160UI1 \RSD\2005 Agendas 8 DocumentsUan -M & LV audible ped signals.doc Staff Report Rosemead Traffic Commission TO: HONORABLE CHAIRMAN AND MEMBERS A FROM: JOANNE ITAGAKI, TRAFFIC ENGINEERING DEPUTY(Y✓ DATE: December 27, 2004 SUBJECT: Request for Red Curb on Gladys Avenue south of Garvey Avenue ( Walgreens) REQUEST A request was received through the City Engineer's office regarding the installation of red curb on Gladys Avenue south of Garvey Avenue adjacent to the delivery dock to Walgreens. The Walgreens store has had trouble making deliveries to this dock because vehicles parked adjacent to the driveway to the delivery dock inhibit the movement of the trucks making the deliveries. The Walgreens store has requested the installation of red curb to provide clear access to the deliver dock. CONDITIONS Gladys Avenue is a 36 foot wide residential roadway. It is stop controlled at Garvey Avenue. The driveway to the delivery dock at Walgreens is approximately 250 feet south of Garvey Avenue. This driveway is immediately north of 2749 Gladys Avenue (residential property). Exhibit 1 depicts conditions in the vicinity of Gladys Avenue at the Walgreens delivery dock driveway. DISCUSSION The location and layout of the Walgreens' delivery dock requires a backing in movement to be used by large trucks. As such, vehicles parked south of the driveway will make it harder to access the delivery dock. However, restricting parking south of the delivery driveway will directly affect the residents of this property. The frontage of 2749 Gladys Avenue is approximately 37 feet. This provides for approximately 2 car lengths of parking in front of the house. RECOMMENDATION Staff is looking for Traffic Commission direction on this item. It is understandable that Walgreens' would like an easier access to its' delivery dock. However, removing parking in front of 2749 Gladys Avenue may be a hardship to the January 6, 2005 Traffic Commission Meeting Request for Red Curb on Gladys Avenue south of Garvey Avenue (Walgreens) Page 2 of 2 residents. Staff is leaning towards a compromise by removing -17 feet of parking in front of 2749 Gladys Avenue. This would provide a remaining -20 feet of parking and provide a clearance to the delivery dock driveway. Staff recommends the Traffic Commission obtain public comment and direct staff on this item. The resident of 2435 Del Mar Avenue has requested the installation of red curb because of difficulty when pulling out of this driveway especially when vehicles are parked in association with Williams School. CONDITIONS Del Mar Avenue is a 64 foot wide roadway with parking allowed in front of 2435 Del Mar Avenue. This residence is located between Highcliff Street and Melrose Avenue and is the only fronting residence in this block. In addition, 2435 Del Mar Avenue is directly across from Williams School. Exhibit 1 depicts conditions in the vicinity of 2435 Del Mar Avenue. DISCUSSION There does not appear to be a constant problem with parking adjacent to 2435 Del Mar Avenue. However, 2435 Del Mar Avenue is directly across from Williams School, and it is understandable that some vehicles could park adjacent to the driveway of 2435 Del Mar Avenue when school is in session. There are no other fronting residences on the west side of Del Mar Avenue between Highcliff Street and Melrose Avenue other that 2435 Del Mar Avenue. Therefore, restricting parking would only directly affect 2435 Del Mar Avenue. RECOMMENDATION Based on the request from the resident of 2435 Del Mar Avenue, field review of the location and understanding of the parking impacts of Williams School, the installation of 10 feet of red curb on both sides of the driveway is recommended. The request stems from the high volume of parked vehicles on Gernert Avenue inhibiting the visibility of vehicles on Steele Street. Gernert Avenue is a 36 -foot wide roadway with parking allowed on both sides of the street. There is no striping on Gernert Avenue. The prima facie speed limit is 25 mph. Steele Street is a 30 -foot wide roadway with parking allowed on both sides of the street. There is no striping on Steele Street that ends in a cul -de -sac approximately 550 feet east of Gernert Avenue. The intersection of Gernert Avenue and Steele Street is a T- intersection. Steele Street traffic does not have a posted stop but is governed by the California Vehicle Code (CVC) regarding right -of -way. CVC section 21800 states, "that the driver of any vehicle on a terminating highway shall yield the right -of -way to any vehicle on the intersecting continuing highway ". Exhibit 1 depicts conditions in the vicinity of Gernert Avenue and Steele Street. DISCUSSION Field observations indicate that there is significant parking on Gernert Avenue in the vicinity of Steele Street. Some of the vehicles parked in this area appear to be associated with the businesses along Valley Boulevard. South of Steele Street, the parking does not appear as heavy. During street sweeping days, these vehicles find other locations to park. The northwest and southwest corner properties would be most affected by the installation of red curb. On the northwest corner, 3960 Gernert Avenue fronts on Gernert Avenue with the driveway also on Gernert Avenue. Between Steele Street and the driveway to 3960 Gernert Avenue, there is approximately 86 feet of frontage. These 86 feet would accommodate approximately 4 vehicles. On January 6, 2005 Traffic Commission Meeting Request for Red Curb on Gernert Avenue at Steele Street Page 2 of 2 the southwest comer, 3946 Gernert Avenue, the driveway of this property appears to be on Steele Street. However, there is another driveway on Gernert Avenue. Between Steele Street and the driveway on Gernert Avenue, there is approximately 41 feet of frontage. This would accommodate approximately 2 vehicles. RECOMMENDATION Based on the request from the resident and field review of the location, the installation of 20 feet of red curb on Gernert Avenue north and south of Steele Street is recommended. This recommendation is shown on Exhibit 1.
