ROSEMEAD TRAFFIC COMMISSION JUNE 2, 2005 A regular meeting of the Rosemead Traffic Commission was called to order by Chairman Quintanilla at 7:00 p.m., in the Council Chambers, 8838 East Valley Boulevard, Rosemead. ROLL CALL Present: Chairman Quintanilla, Vice - Chairperson Matsdorf and Commissioner Knapp Absent: None Pledge of Allegiance: Chairman Quintanilla Invocation: Commissioner Knapp I. APPROVAL OF MINUTES - April 7, 2005 & May 5, 2005 It was moved by Commissioner Matsdorf, seconded by Commissioner Knapp, and carried unanimously to approve the minutes for Apri1 2005. It was moved by Conunissioner Matsdorf, seconded by Commissioner Knapp, and carried unanimously to approve the minutes for May 5, 2005. II. ORAL COMMUNICATIONS FROM THE AUDIENCE Speaking before the Commission was: Al Pinon (representing the owner of 7644 Highcliff) Rosemead, California 91770 Mr. Pinon stated that the property owner is requesting red curb to be installed between 7644 & 7648 Highcliff, and brought a photograph to show the Commissioners. There seems to be a problem with people blocking the driveway. Deputy Traffic Engineer Itagaki stated that this item will be brought before the Commission in July. III. OLD BUSINESS - NONE IV. NEW BUSINESS A. REQUEST FOR RED CURB ON THE SOUTH SIDE OF EMERSON PLACE AT KELBURN AVENUE Deputy Traffic Engineer Itagaki presented the staff report. RECOMMENDATION: Staff presented 2 options to the Traffic Commission: Option 1 - Recommend no change in existing conditions Option 2 - Install red curb in front of 8000 Emerson Place to provide additional turning area within the intersection Assistant City Manager Wagner stated that this request came from one of the Councilmembers, who received a complaint from a resident. It was moved by Commissioner Matsdorf, seconded by Commissioner Knapp, and carried unanimously to approve the Traffic Engineer's recommendation, with the addition to have the red curb from the driveway to the streetlight. V. STAFF REPORTS The Sheriff's Department Representative stated that there was a D.U.I. Checkpoint on May 20 with approximately 895 cars going through. VI. COMMISSIONER REPORTS Conunissioner Matsdorf thanked staff for all their hardwork. Commissioner Knapp stated that she had a request from Helen Gunther, regarding having "Keep Clear" painted at Ivar and Valley Boulevard. VIII. ADJOURNMENT There being no further business to come before the Commission, the meeting was adjourned at 7:40 p.m., in honor and memory of all the men and women in the armed forces serving our Country. There were approximately 58 people in the audience. The next regularly scheduled meeting is set for July 7, 2005. Staff Report Rosemead Traffic Commission TO: HONORABLE CHAIRMAN AND MEMBERS ROSEMEAD TRAFFIC COMMISSSION FROM: JOANNE ITAGAKI, TRAFFIC ENGINEERING DEPUTY DATE: June 29, 2005 RE: REQUEST FOR RED CURB AT 7644 HIGHCLIFF STREET REQUEST At last month's Traffic Commission meeting, Mr. Al Pinon requested the Commission consider the installation of red curb in the vicinity of 7644 Highcliff Street. Mr. Pinon indicated that the curb is less than 10 feet in length between two driveways and vehicles often park and block portions of the driveways. CONDITIONS Highcliff Street is a 36 foot wide residential roadway. There is one lane of traffic in each direction separated by a single yellow skip centerline. The prima facie speed limit on this street is 25 mph. Exhibit A depicts the south curb line of Highcliff Street between 7634 and 7660 Highcliff Street. Pictures will be available at the Traffic Commission meeting. DISCUSSION Field observation of Highcliff Street was made during the early afternoon hours. On- street parking on the south side of Highcliff Street in the subject area was readily available. There was no vehicle parked in the area between 7644 and 7648 Highcliff Street. The curb line between 7634 and 7660 Highcliff Street generally provides an on- street parking area between driveways. However, between 7644 and 7648 Highcliff Street, there is approximately 7 feet of curb between driveways. This 7 foot length does not provide an adequate parking space for a vehicle. Vehicles can be cited for blocking access at a driveway without the installation of red curb. This can be difficult to enforce as many motorist will park at locations that they believe is large enough for their vehicle. A red curb would provide clear direction for motorists that this curb is not long enough for a vehicle to park. In Ms. Leong's letter, she has requested that the fire hydrant be relocated. She has also requested that vehicles be allowed to park closer to the fire hydrant than the usual 15 foot restriction. CONDITIONS Graves Avenue in the vicinity of 7665 Graves Avenue transitions from a width of 55 feet to 64 feet. There is one lane of traffic in each.direction separated by a two -way left -turn lane.. Exhibit A depicts the north curb line of Graves Avenue between 7651 and 7715 Graves Avenue. Pictures will be available at the Traffic. Commission meeting. DISCUSSION Field observation of Graves Avenue was made during the early afternoon hours. On- street parking on the north side of Graves Avenue in the subject area was occupied with 4 vehicles parked between 7651 and 7715 Graves Avenue. There was one vehicle parked in front of 7665 Graves Avenue. As shown on Exhibit A, the frontage of 7665 Graves Avenue is approximately 55 feet wide. A fire hydrant is located approximately 9 feet from the east property line. There is approximately 28 feet between the fire hydrant and the driveway. The remaining 18 feet is driveway. Based on the location of the fire hydrant, there is approximately 13 feet of available - parking in front of 7665 Graves Avenue. July 7, 2005 Traffic Commission Meeting Request for Parking Restriction Adjacent to a Fire Hydrant be Reduced - 7765 Graves Avenue Page 2 of 2 Ms. Leong has asked that the fire hydrant be relocated. Development projects are often required to install fire hydrants at the direction of the Los Angeles County Fire Department. When the project is under construction, the City's Public Works Department issues a permit to install fire hydrants at the direction of the water company. The water company directs where the fire hydrants are to be located. As such, there is no reason for the fire hydrant to be relocated. However, if Ms. Leong still wishes to have the fire hydrant relocated, she can inquire with the Southern California Water company. If relocation is acceptable, Ms. Leong can pay for the cost to relocate the fire hydrant. Ms. Leong has further requested that vehicles be allowed to park closer than 15 feet to the fire hydrant. She correctly states that California Vehicle Code Section 22514 (b) allows local agencies to reduce this distance if the agency adopts an ordinance or resolution reducing that distance. However, staff would not support such an ordinance since there has not been any previous need to reduce this distance. The 15 foot parking restriction from a fire hydrant is commonly known by motorists and does not require the City to make special notification such as red curb painted at each fire hydrant throughout the City. The parking in front of 7665 Graves Avenue is limited to one parking space. This parking space is minimal in length and provides enough space for most vehicles to park without blocking the driveway or fire hydrant. RECOMMENDATION Based on the field observation and measurements, it is recommended the request to reduce the distance a vehicle can park next to the fire hydrant in front of 7665 Graves Avenue be denied.
