PUBLIC HEARINGS - EXPLANATION OF THE PUBLIC HEARING PROCEDURES BY THE CITY ATTORNEY PUBLIC HEARING REGARDING REALLOCATION OF CDBG FUNDS FOR FY 2001-2002 The City of Rosemead is a federal entitlement community for CDBG funds. The City proposes to reallocate funds to complete the Garvey Avenue Community Center. Recommendation: After public testimony, review and any amendments, that the City Council approve the City's proposed reallocation of CDBG funds for FY 2001-2002, and authorize this as an amendment to the City's Annual Funding Plan. A PUBLIC HEARING TO CONSIDER PROTESTS RELATING TO THE IMPOSITION OF LIENS ON REAL PROPERTY IN CASES WHERE THE RUBBISH COLLECTION OF SAID PROPERTY HAS BECOME DELINQUENT CCAGENDA6-I l-02 Page 4 1 A public hearing to consider protests from property owners who have failed to comply with a request to pay their delinquent accounts. Recommendation: Upon the close of the public hearing, direct staff to take the necessary steps to place liens on those properties that have not paid by 6:00 p.m. on June 28, 2002. LEGISLATIVE ~i A. RESOLUTION NO. 2002-24 - CLAIMS AND DEMANDS 4/0 Recommendation: Adopt Resolution No. 2002-04, for payment of City expenditures. IV j CONSENT CALENDAR - RECOMMENDATION: APPROVAL ~CC-A APPROVAL OF SECOND AMENDMENT TO AGREEMENT BETWEEN LAIDLAW TRANSIT, INC. AND THE CITY OF ROSEMEAD Since 1996, Laidlaw Transit has provided Rosemead Dial-A-Ride and Shopper Shuttle transportation services. Recommendation: Approve Second Amendment to Agreement authorizing a one-year extension and 3.2% CPI adjustment. IV CCC-B XTENSION OF AGREEMENT WITH WILLDAN ASSOCIATES FOR CDBG Y AND HOME RELATED SERVICES In compliance with U.S. Department of Housing and Urban Development (HUD) guidelines, the City issued a Request for Proposals for Community Development Block Grant (CDBG) and HOME program services for FY 2001-2002 through FY 2003-2004. Recommendation: Approve a one-year extension of agreement for CDBG and HOME program services and authorize the City Manager or designee to execute the necessary documents. y CC C QUEST FOR OVERNIGHT PARKING RESTRICTIONS ON HART VENUE FROM MARSHALL STREET TO OLNEY STREET Per a request by the property management company of Rosemead Place, the Traffic Engineer reviewed parking control measures for Hart Avenue, from Marshall Street to Olney Street. Staff recommended new improvements, which the Traffic Commission at their May 2"d meeting unanimously approved and recommended for City Council adoption and action. Recommendation: Approve staff recommendations as approved by the Traffic Commission on May 2, 2002. fCC-D AUTHORIZATION TO REJECT CLAIM AGAINST THE CITY FROM LYNN WALLACE The claimant, while trimming a private tree, apparently fell from the tree and sustained injuries. The City's claims adjusters, Carl Warren & Company has recommended rejection of this claim. Recommendation: Reject claim. CCAGENDA:6-11-02 Page n2 ACCEPTANCE OF WORK FOR 2001-2002 STREET RESURFACING ON VARIOUS CITY STREETS AND RESTRIPING OF GARVEY AVENUE The project has been completed in conformance with the approved plans and specifications and is ready for acceptance. Recommendation: Accept the project, authorize recordation of the Notice of Completion by the City Clerk, and authorize release of the retention payment 35 days after the date of the Notice of Completion. CC-F APPROVAL OF UNDERTAKING AGREEMENT FOR PARCEL MAP 26466 - 4617-4621 DELTA AVENUE The applicant has submitted an Undertaking Agreement and cash deposit to guarantee the construction of a sewer lateral, drive approaches, curb, gutter and sidewalk and AC pavement subsequent to the recordation of the parcel map. Pursuant to the Subdivision Map Act, the subject parcel map does not require City Council approval. Recommendation: Approve the Undertaking Agreement. CC-G STREET NAME CHANGE - EASY STREET TO MERWYN C. GILL WAY The City received a letter from the City of El Monte requesting a street name change. The proposal includes a request by'representatives of the M.C. Gill Corporation to change the name of Easy Street to Merwyn C. Gill Way in honor of Mr. Gill, the founder of the M.C. Gill Manufacturing Coproration. Recommendation: Approve the requested street name change. "yC-H ROVAL OF CPI ADJUSTMENT FOR CALIFORNIA STREET ~_-MAINTENANCE California Street Maintenance has been providing street sweeping services to the City since 1990. Recommendation: Approve 3.2% CPI adjustment for California Street Maintenance for services provided. / CC-1 AUTHORIZATION TO ATTEND 7TH ANNUAL CALIFORNIA JOINT POWERS INSURANCE AUTHORITY RISK MANAGEMENT CONFERENCE, SEPTEMBER 11-13,2002, SANTABARBARA This year's program includes sessions on Handling Risk Change, 9/11 Preparing for What's Next, Playground Safety, and Transforming Your Safety Culture. Recommendation: Authorize the attendance of any Councilmember and staff as designated by the City Manager. CC-J APPROVAL OF LEAD REMEDIATION GRANT GUIDELINES Approval of Lead Remediation Guidelines for use in City's Residential Rehabilitation programs, in accordance with HUD's Lead Regulations of September 2000. Recommendation: Review and approve lead remediation guidelines for use with the City's Residential Rehabilitation Programs and authorize staff to implement. CCAGENDA:6-11-02 Page #3 V.
