CC - Item 3B - Resolution No. 2002-56TO: HONORABLE MAYOR AND MEMBERS ROSEMEAD CITY COUNCIL FROM: BILL CROWE, CITY MANAG~f//~~ DATE: DECEMBER 3, 2002 RE: RESOLUTION NO. 2002-56 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ADOPTING THE "GREENBOOK" STANDARD SPECIFICATIONS FOR PUBLIC WORKS CONSTRUCTION Members of the Greenbook Committee, appointed by the Board of Directors of Public Works Standards, Inc., have prepared the 2003 Edition of the Standard Specifications for Public Works Construction. The Standard Specifications for Public Works Construction, popularly known as the "Greenbook", is updated and republished every three years. This is the 13th edition of this book, which was originally published in 1967: The use of the Greenbook Standards minimizes conflict and confusion in Public Works construction and tends to lower construction costs through competitive bidding. The 2003 Edition of the Greenbook consists of six parts: 1. General Provisions 2. Construction Materials 3. Construction Methods 4. Rock Products 5. Pipeline Rehabilitation 6. Modified Asphalts The sidebars in the page margin of the Greenbook indicate either a new or modified section. It is recommended that the Rosemead City Council adopt Resolution No. 2002-56 and approve the 2003 Edition of the "Greenbook" Standard Specifications for Public Works Construction. RESOLUTION NO. 2002-56 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ROSEMEAD ADOPTING THE 2003 EDITION OF THE "GREENBOOK" STANDARD SPECIFICATIONS FOR PUBLIC WORKS CONSTRUCTION. WHEREAS, members of the Greenbook committee, appointed by the Board of Directors of Public Works Standards, Inc., have prepared the "Greenbook" Standard Specifications for Public Works Construction, 2003 Edition; and WHEREAS, uniformity of standards serve to minimize conflict and confusion in public works construction and tend to lower construction costs for future public works projects through competitive bidding by private contractors. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROSEMEAD DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The 2003 Edition of the "Greenbook" Standard Specifications for Public Works Construction prepared by the Greenbook Committee, appointed by the Board of Directors of Public Works Standards, Inc., be adopted. Mr. Bruesch also asked about Check No. 39959 to Fingerprint America in the amount of 54675. Mr. Bruesch was under the impression that the-State Senators office was going to provide these kits. Bill Crowe, Cite Manager, replied that when the local schools contacted the Senators office, the quantities were not sufficient to be able to support their numbers. Mr. Crowe continued that Lt. Wallace was able to purchase child identification kits through a lath enforcement block grant with the federal government. Those kits have been distributed to all schools and the City's preschools through the STAR Team. Councilman Taylor asked about Check No. 39960 to the General Pump Company in the amount of $11.802.15 for Water Quality Project. Don Wagner, Assistant Ciiy Manager; responded that it was a Block Grant Program for Adams Ranch Mutual Water Company project to clean up their contaminated wells of volatile organic compounds and nitrates.
