LEGISLATIVE ~f A. ~ RESOLUTION NO. 2002-43 -CLAIMS AND DEMANDS Recommendation: Adopt Resolution No. 2002-43, for payment of City expenditures. 7 B. ORDINANCE NO. 823 - APPROVING ZONE CHANGE 02-215; AMENDING 1 ROSEMEAD ZONING MAP LAND USE DESIGNATION FROM R-2; "LIGHT /a MULTIPLE RESIDENTIAL" AND "C-3; MEDIUM COMMERCIAL" TO M-I Ordinance No. 823 was approved on first reading at the City Council meeting of September 10, 2002. 7 "LIGHT MANUFACTURING & INDUSTRIAL", FOR THE DEVELOPMENT OF A COMMERCIAL/INDUSTRIAL COMPLEX AND A MINI-STORAGE FACILITY FOR PROPERTY LOCATED AT 2401 PINE STREET AND 2447 SAN GABRIEL BOULEVARD (APNs: 5284-006-800,-802,-803,-80515284- 012-801) Recommendation: Adopt Ordinance No. 823. DIV. ~ONSENT CALENDAR- RECOMMENDATION: APPROVAL I I "CC-A AUTHORIZATION TO ATTEND CALIFORNIA PUBLIC LABOR RELATIONS ASSOCIATION CONFERENCE, NOVEMBER 13-15, 2002, MONTEREY 6,~' This conference will focus on worker's issues, military leave, state and federal guidelines, unfair labor practices, binding arbitration and other issues related to personnel. Recommendation: Authorize the attendance of any Councilmember, City Attorney, City Manager and staff designee. CC-B REQUEST FOR LOADING/UNLOADING ZONE IN FRONT OF 4405 ROSEMEAD BOULEVARD Per a request by a resident for a loading/unloading zone in front of 4405 Rosemead Boulevard, the Traffic Engineer reviewed parking control measures. Staff recommended the installation of 30 feet of white curb with one loading/unloading sign, which the Traffic Commission at their July 11'" meeting unanimously approved and recommended for City Council adoption and action. As Rosemead, Boulevard is State Highway No. 19, CalTrans has reviewed and approved the recommendation with the addition of a six-foot red zone painted on the curb between the north end of the proposed loading zone and the driveway. Recommendation: Approve request for loading/unloading zone as .recommended by the Traffic Commission and amended by CalTrans. REQUEST APPROPRIATION FOR THE GARVEY AVENUE COMMUNITY CENTER FOR THE PURCHASE OF STARTUP SUPPLIES The Garvey Avenue Community Center will open shortly. The City needs to acquire various supplies that are not in the current budget. Recommendation: Approve $39,000 from appropriated reserves to be used for the purchase of supplies for the Garvey Avenue Recreation Center. CC/CDCJ-rMTG:9-24-02 Page a2 CC-D APPROVAL OF FUND TRANSFER - CALIFORNIA LAW ENFORCEMENT TECHNOLOGY EQUIPMENT PURCHASE GRANT (CLEEP) FUNDS / Funds are proposed to be transferred from Miscellaneous Expenses to Capital Outlay line item of FY 2002-03 Budget.
