IV. CONSENT CALENDAR -RECOMMENDATION: APPROVAL
APPROVAL OF FIREWORKS STAND LOCATIONS
There are twelve applicants for this year's fireworks stands. All deposits have
been received and certificates of insurance are on file. In the past the Council has
waived electrical permit fees.
Recommendation: Approve the list of stands and locations and waive electrical
permit fees.

CC-B AUTHORIZATION TO ATTEND LEAGUE OF CALIFORNIA CITIES
MAYORS AND COUNCILMEMBERS EXECUTIVE FORUM - JULY 25-27,
2001, MONTEREY
This year's topics include: Diverse Communities, Technology, Energy Issues,
Housing and the State's Legislature.
Recommendation: Authorize the attendance of any Councilmember, City
Attorney, City Manager and staff as designated by the City Manager.
CC-C RE-AUTHORIZATION TO FUND CAMBODIAN FAMILY SUPPORT AND
OUTREACH PROGRAM
Asian Pacific Family Center has requested re-authorization for the $5,000 grant
that was approved by the City Council at the November 14, 2000 Council
Meeting. Implementation of the program will be delayed until August 1, 2001.
The original proposal budgeted $5,000 for a bilingual Prevention Specialist who
will provide parenting education, case management support and preventative
counseling.
Recommendation: Approve the request and the funding from appropriated
reserves.
CC-D AUTHORIZATION TO SUPPORT THE CITY OF BURBANK'S APPEAL IN

THEIR INVOCATION CASE BY ADDING THE CITY OF ROSEMEAD'S
NAME ON AN AMICUS CURIAE BRIEF
The City of Burbank has requested, through the League of California Cities, that
cities support their appeal in the invocation case by placing their names on an
amicus curiae brief.
Recommendation: Authorize the City Attorney to add the City ofRosemead's
name to the amicus curiae brief supporting the City of Burbank's appeal.
CC-E AWARD OF BID -DOCUMENT IMAGING SYSTEM
Bids were opened on June 4, 2001 for a document imaging system. This system
includes a computer, scanner and software and is intended to provide document
storage, retrieval and query functions. ViaTRON Systems, Inc. was the low
bidder.
Recommendation: Waive the irregularity in the bid amount submitted by
ViaTRON Systems, Inc.; and accept all bids and award the document imaging
/y system to ViaTRON Systems, Inc., in the amount of $16,557.68.
CC-F AGREEMENT BETWEEN THE CITY OF ROSEMEAD AND THE COUNTY
OF LOS ANGELES TO PROVIDE A GANG ALTERNATIVE PREVENTION
PROGRAM (GAPP)
This agreement extends the GAPP Program for fiscal year 2001-02.
Recommendation: Authorize the extension of the GAPP agreement with the
County of Los Angeles for fiscal year 2001-02 in the amount of $48,422.

DINSMOOR HOUSE - INSTALLATION OF ALARM SYSTEM AND
5110, AUTHORIZATION TO OBTAIN RESTORATION COST ESTIMATES
The house is now vacant and needs to be properly secured while options are
considered for future use of the facility. A number of repairs and maintenance are
necessary, such as plumbing, roofing, windows and interior/exterior painting. It
would be prudent to enlist the services of a consultant familiar with renovation of
historic properties to scope the range and magnitude of restoration costs. Staff
has contacted an architect who would charge the City $500 for a preliminary
report on restoration costs.
Recommendation: Approve Post Alarm Systems' proposal for the full system
installation and monthly monitoring service and authorize the City Manager to
undertake a cost assessment/options review for utilization/disposition of the
/ V facility for an amount not to exceed $500.
B. RELIEF FROM ORDINANCE NO. 811 (GARMENT MANUFACTURING
YYY MORATORIUM) - 2727 STINGLE AVENUE, UNIT 7
The applicant, Xiu Ying Zhang, d.b.a. "8.7 Golden Fashion, Inc.", has requested
relief from Ordinance No. 811 in order to relocate her business within the City
and continue to use the subject site as a garment manufacturing business. On
September 12, 2000, the City Council approved Ordinance No. 811 adopting a
moratorium on the issuance of any permits or entitlements for garment
manufacturing, processing, or assembling in the M-1 (Light Manufacturing) Zone.
The applicant has submitted an application for Conditional use Permit 01 -83 1 to
establish and operate a garment manufacturing business at 2727 Stingle Avenue,
Unit 7.
Recommendation: Approval of request for relief from Ordinance No. 811, and
direct staff to process the required entitlement application, which requires a public
hearing and CUP.

H.R. 1918 (CANNON) - STUDENT ADJUSTMENT ACT OF 2001
v<)~/ This item has been placed on the agenda for discussion purposes at the request of
Mayor Imperial. This bill amends the Illegal Immigration Reform and Immigrant
Responsibility Act of 1996 to permit States to determine state residency for higher
education purposes and to amend the Immigration and Nationality Act to cancel
the removal and adjust the status of certain alien college-bound students who are '
long-term U.S. residents.
Recommendation: If it is the Council's decision to take action on this item, it is
recommended that the Council direct staff to prepare the necessary
correspondence.
