Box 399 Rosemead, CA 91770 Honorable Mayor and City Council members: The Asian Pacific Family Center was honored to be granted $5,000 for piloting a Cambodian Family Support and Outreach Program in the City of Rosemead. Approval of the fund was made on Nov. 14, 2000 during the council meeting. Since we received the approval documents in Dec. 2000, we started the staff recruitment process. By April, 2000, we got a very good candidate. After a few weeks. of processing needed hiring paperwork, we scheduled the staff to start the service on 5/30/2001. Unfortunately, the staff got into a car accident a few days ago, he himself and some family members were injured. He is currently going through medical treatment, and anticipated to take at least one month to recover. Because of the above delay, and the fact that fiscal year is coming to an end, I am writing to request the Council to approve our program implementation be postponed to next fiscal year, starting by 8/1/2001. In response to an increase in gang involvement by children of Cambodian garment workers, a proposal was solicited from the Asian Pacific Family Center. The attached program proposal outlines a budget of $5,000 for a bilingual Prevention Specialist who will be hired for 10 hours a week for 26 weeks. The position will provide parenting education, case management support and preventative counseling. The Asian Pacific Family Center will provide program management and supervision. Should the Council approve the Program, it is recommended that the City Council appropriate the $5,000 from appropriated reserves. As of 00L.- 2600, over 180 sntdents cnrol)ed in the Garvey School District are Cambodian. and about 60% of them are identified as "Lnglish Learner" (LL). According to some school officials, probation and police officers, many of these students and their parents do need special help and education to better connect them with school and other community resources, in order to. prevent these students from gang association, substance abuse, school drop-out, and other related youth probhmis. 2. Program implementation time: Jan., 2001 to Jun., 2001 3. Collaborative partners: a. City of Rosemead Youth Effective System (Y.E.S.) Committee (Including: Probation and Sherifl'Dcpartment) b. Garvey School District c. Rosemead City School District d. Asian Pacific Family Center e_ Cambodian Association of America (to be confirmed) f. Family Counseling Services of W. San Gabriel Valley g. Asian Youth Center Services and Number of service recipient: a. Parenting Education and Support Group - • Conducted in Cambodian language, by bilingual/bicultural staff 10 weekly sessions, about 2 hours per session, child-care will be provided to needed. Plan to conduct 2 cycles ( 20 sessions serve at least 20 Parents. b. Case management Support and Preventative Counseling • Bilingual staff will assist school officials, probation and police officers in meetings with Cambodian speaking students and/or parents to facilitate communications, to assist the families in understanding the recommendations, and also in carrying out agreed action plan. Plan to serve at least 50 swdoits/families. 5. Staffing: • A bilingual Prevention Specialist will be hired for 10 hours per week to provide the proposed services.
