Subject: Status Report: Garvey Senior Housing Tenant Selection
Process
Under separate cover, on September 30, 2002, staff forwarded a copy of the
application package utilized for accepting applications and interviewing candidates for
the Garvey Senior Housing Project. To date, 130 of the first applicants on the waiting
list have been invited to apply for a low -rent unit. This initial list, which included
those whose applications were dated from June 25, 1997 through July 2, 2001, were
contacted by phone and, if not available or if the number was changed, a letter was
mailed to the last known address. The waiting list is very old and many of the
applicants had moved from the area or were no longer reachable by mail or phone.
The first 130 households on the waiting list have been processed. As of October 14,
2002, 50 households have tentatively met the qualification requirements, except for the
final verification of residency, which is proving to be a challenge and is consuming
more time than anticipated, because of review by both the property management
company and staff. This final step involves researching multiple applicants that are
reporting a single address, investigating addresses that appear to be in the City but not
in the tax assessor's rolls and cross - checking and double - checking application
materials.
The next grouping of approximately 50 applications will be processed and verified
within two weeks and it is expected that this grouping will generate the remaining 22
qualified households. Some of the households will decline a unit and it is possible that
the second grouping will yield fewer qualified applicants than expected, which will
require that a third grouping of applicants be processed.
The building is substantially complete with only a few punch list items and building
department corrections required for the units to be available for move -in. The two
primary outstanding tasks include revisions to the windows to meet building
department requirements to have the opening portion of the window at sill level rather
than be at the top portion of the window. The revised window inserts have been
ordered and should be installed by October 28, 2002. The second item consists of
window blinds that were not part of the construction contract but have been ordered by
a change order and they have been promised on the same time schedule as the
windows.

Staff will bring acceptance of the project to the Community Development Commission
at the November 12, 2002 meeting. Consequently, the project will be available for
move-in by the second week of November. Levine Management Company anticipates
that households will be moved in by floor.
Attached is a letter from the Levine Management Group and a list of the 50
households.

Dear Don,
To date, Levine Management Group, Inc. has screened and qualified 50 applicants that
are on the waiting list. These applicants were all interviewed and provided Levine
Management Group, Inc. with the proper documentation of their legal residency and
income status.
At the interview the applicants are required to submit their picture I.D., Social Security
card, Green card, passport or Citizenship papers as proof of legal residency.
In addition, the income requirements for those who receive Social Security are met with
an official award letter from the Social Security office naming the applicant and their
address.
Those applicants whose I.D. or Social Security letter reflect an address outside the
Rosemead area are sent an Unable To Accommodate (TJ,T,A,) letter and are removed
from the waiting list. Applicants who are not income qualified are also sent a U.T.A.
letter and removed from the list.
Enclosed is a list of applicants that have been interviewed, screened and qualified.
