Rehab Appeals Board - Item 2A - 2550-2556 Earle AveTO: HONORABLE CHAIRMAN AND MEMBERS BUILDING RE ABILITATION APPEALS BOARD FROM: BILL CROWE, ITY MANAGER DATE: FEBRUARY 15, 2005 RE: 2550 - 2556 EARLE AVENUE - HEARING The subject property consists of four legal, non-conforming single family dwellings. The property is zoned R-2 with a lot size of 17,859 f square feet. Three of the units are tenant-occupied, 4nd one unit (2552) is owner-occupied. The major problems are a conversion of the front unit (2556) into two separate living units, and unpermitted construction at the rear of the same building. This property was previously under the City's rehabilitation program from May 2002 to September 2003 with a former owner. The current case was initiated with the new property owner in July 2004, and compliance has not been achieved in over six months. The case chronology is as follows: • July 1, 2004 - "Please" letter mailed to property owner. • August 3, 2004 - Inspection: no visible progress. A new gate had been installed, preventing access onto the property. • August 19, 2004 - Property declared substandard by Building Official and a Declaration of Substandard Property filed with Los Angeles County Recorder's office. 15-day certified letter mailed to the property owner and posted at the property. • September 9, 2004 - Inspection: no progress. Locked gate. • October 12, 2004 - Inspection: no progress. Locked gate. • December 6, 2004 - Inspection: no progress. Access was gained onto property and additional defects were noted. Inspector knocked on door at 2556. No response. Inspector left business card. A revised fist of defects was compiled. iNi v DA ! FEB 2 2 2005 ITE' ~11 • December 12, 2004 - Inspector sent follow-up letter requesting compliance and advising property owner that a Hearing before the Property Rehabilitation Appeals Board would be scheduled if some progress was not achieved within 30 days. • January5, 2005 - Inspection: no progress, and no response to letter of December 12, 2005. • January 26, 2005 - Inspection: no progress. • February 15, 2005 - Inspection: no progress. Again, no answer at door. Inspector left another business card. To date, no permits have been obtained, and no progress has been achieved in correcting the list of defects. A Notice of Hearing was mailed and posted on the property on February 8; 2005. All interested parties have been notified. CITY BUILDING OFFICIAL'S RECOMMENDATION: It is recommended that the Board find the property substandard and order all substandard conditions be removed and/or corrected by April 1, 2005.
