Rehab Appeals Board - Item 2A - 3316 Ivar AveTO: HONORABLE CHAIRMAN AND MEMBERS BUILDING REHABILITATION APPEALS BOARD FROM: BILL CROW , CITY MANAGER DATE: JANUARY 20, 2004 RE: 3316 IVAR AVENUE -HEARING The subject property consists of an owner - occupied single - family residence located in the R -1 zone. The case was initiated in February 2003, and compliance has not been achieved in nearly a year. Case chronology is as follows: • February 25, 2003 - "Please" letter mailed to property owner. • March 11, 2003 - Property owner's son, George Feliciano, contacted the building inspector. He agreed that he would encourage his parents to comply within 30 days. • April 15, 2003 - Inspection: no progress. • April 22, 2003 - Property declared substandard by Building Official and a Declaration of Substandard Property filed with Los Angeles County Recorder's office. 15 -day certified letter mailed to the property owner and posted at the property. • May 15, 2003 - Inspection: no progress. Inspector spoke with property owner, Cristina Feliciano. Mrs. Feliciano indicated that her husband had been ill and had been unable to correct the violations. The inspector granted a 90 -day extension. • June 30, 2003 - Inspection: no progress. • July 30, 2003 - Inspection: no progress. REHAB AGENDA JAN 2 7 2004 • August 28, 2003 -Inspection: no progress. Building inspector again spoke with Mrs. Feliciano who stated her husband had passed away and that one of her sons was ill. The deadline was extended an additional 60 days. The inspector left a message for the other son, George, regarding the extension. • September 18, 2003 - Mrs. Feliciano telephoned building inspector. She stated her son had passed away. October 21, 2003 - Inspection: no progress. • November 26, 2003 - Inspection: no progress. • December 24, 2003 - Inspection: no progress. Inspector noted there was so much junk accumulated in front yard that she was unable to reach the front door. Neighbors had been complaining. Inspector called George Feliciano and informed him that if significant progress was not achieved by January 2004, it would be necessary to refer the case to the Building Rehabilitation Appeals Board. January 5, 2004 - Inspection: no progress. A Notice of Hearing was mailed and posted on the property on January 13, 2004. All interested parties have been notified. CITY BUILDING OFFICIAL'S RECOMMENDATION: It is recommended that the Board find the property substandard and order all substandard conditions be removed and /or corrected by March 1, 2004.
