The property is zoned R -1. The case was initiated in January 2004, and compliance has not been achieved in over six months. Case chronology is as follows: • January 26, 2004 - Building inspector made initial inspection in response to anonymous complaint. Several unpermitted additions were noted as well as sonic drywall and window replacement work in progress. Also, a swimming pool had been backfilled without a permit. The building inspector advised the property owner, Mr. Sanchez, to obtain record search information from Los Angeles County and to speak with the City Planning Department. • February2, 2004 -"Please" letter and Los Angeles County record search information mailed to property owner. WA • March 2, 2004 - inspection: no progress. • March 8, 2004 Property. declared substandard by Building Official and a Declaration of Substandard Property filed with Los Angeles County Recorder's office. 30 -day certified letter mailed to the property owner and posted at the property. Another record search information sheet was included. • April 8, 2004 - Staff received a request for hearing from Mr. Sanchez. REHAB AGENDA JUL 2 7 2004 ITEM No m- , 4' • April 26, 2004 - Owner's friends, Joe and Rose St. George, at City Hall. They met with Councilmember Imperial and the building inspector. The fist of defects was reviewed and explained. The record search procedure was also explained. • May 5, 2004 - Mr. St. George returned to City Hall to see the Building Official and discuss the means and methods of addressing the violations. He agreed to schedule a site visit and indicated that Mr. Sanchez wished to withdraw his request for hearing. • May 11, 2004 - Staff received letter from Mr. Sanchez withdrawing his request for hearing. • June 7, 2004 - Inspection: no progress. Inspector left message for Mr. St. George. • June 30, 2004 - Site visit by Building Official. No progress visible from street. Left business card at front door. • July 1, 2004 - CDBG information and application sent to property owner. (Mr. Sanchez claims he resides at the property, and it appears that he does, however public records indicate a Murrieta address.) To date, no progress has been achieved. No inspection has been requested, no plans have been submitted, and no permits have been obtained. A Notice of Hearing was mailed and posted on the property on July 12, 2004. All interested parties have been notified. CITY BUILDING OFFICIAL'S RECOMMENDATION: It is recommended that the Board find the property substandard and order all substandard conditions and Building Code violations be removed and /or corrected by September 1, 2004. Section 9908 ofthe Rosemead Building Code declares all such substandard buildings a public nuisance and requires the abatement thereof by repair, rehabilitation, or demolition of the substandard conditions.
