The subject property consists of a single - family dwelling with unpermitted additions and
alterations. There is an unpermitted building at the rear of the lot, also with additions and
alterations, which is being used as a second unit. It appears the owner resides in the rear unit, while
the front unit is tenant - occupied. The property is zoned R -2. This case was initiated in March,
2002, and compliance has not been achieved in nearly a year.
Case chronology is as follows:
• March 26, 2002 - "Please" letter and record search information mailed to property
owner.
• April 29, 2002 - Inspection: no progress.
• May 7, 2002 - Property declared substandard by Building Official and a Declaration
of Substandard Property filed with Los Angeles County Recorder's office. 30 -day
certified letter mailed and posted.
• June 10, 2002 - Inspection: no progress.
• July 11, 2002 -Inspection: no progress.
• August 29, 2002 - Inspection: no progress.

• September 16, 2002 - Plans to legalize the unpermitted addition at the front house
were submitted to Planning Department by owner's architect, Mr. Terence Kwok.
• October 17, 2002 - Inspection: yard areas had been partially cleaned.
• October 21, 2002 - Plans picked up for corrections from Planning Department.
• November 1, 2002 - Inspection: no further progress.
• December 18, 2002 - Building inspector telephoned architect to inquire about status
of plans. Mr. Kwok indicated he would return plans within one week.
• January 3, 2003 - Plans not returned. Inspector left message for Mr. Kwok - no
response.
• January 15, 2003 - Building Official at site. Owner was present, but would not
acknowledge Mr. Donovan or answer the door. Mr. Donovan left his business card.
To date, no contact has been made with the property owner, and Mr. Kwok has not e t lots

2003. If plan check submittal proceeds, an additional extension to June 2, 2003, may be granted to
allow time to make any necessary Building Department corrections and to obtain the required

A recent inspection of the property at the above address has found it to be substandard as defined by the City of
Rosemead Building Code, because of the defects enumerated in the attached list.
Section 9908 of the Code declares all such substandard buildings a public nuisance and requires the abatement
thereof by correction, if practical, or demolition of the substandard conditions. ,
As the owner of record, you are hereby notified to comply with the requirements of the above code, and to correct
or remove the substandard conditions listed. All such work shall be completed within thirty (30) days after receipt
of this letter. Be advised if you are renting this prop= to others the City may file a Notice of Nan - Compliance
with the State Franchise Tax Board Revenue and Taxation Code Section 17274 states: "No deduction shall be
allowed for interest taxes depreciation or amortization with respect to substandard (rental) housing."
This notice will be posted on the property. If in your opinion, you disagree or cannot comply with the above
findings or order, you may request a public hearing. The request for hearing must be within thirty (30) days after
posting of this notice on the property, must be in writing, and directed to the City of Rosemead Building Official,
