TC - Item 3A - Installation of Red Curb at Loftus/DubonetAM TO: TRAFFIC COMMISSION FROM: CHRIS MARCARELLO, PUBLIC WORKS DIRECTOR DATE: FEBRUARY 3, 2011 SUBJECT: INSTALLATION OF RED CURB AT LOFTUS /DU BONET SUMMARY In November 2010, the Traffic Commission reviewed a resident request to install parking restrictions (red curb) at the intersection of Loftus Drive and Dubonet Avenue. As is common with all requests for installing parking restrictions, staff distributed notification outreach cards to all properties in the immediate vicinity of the location. Three (3) residents attended the November Traffic Commission meeting and asked for further clarification regarding the proposed parking restrictions. After discussing this item and taking resident comments into consideration, the Commission voted to approve the installation request. This request was subsequently approved by the City Council and parking restrictions were installed in December. Since the installation, staff received a letter and petition from residents in this area asking that the Commission reconsider the installation of parking restrictions. Residents also asked that the City consider other traffic calming features in their neighborhood. In January, staff met on site with residents to further discuss these concerns and to ask them to attend the upcoming Traffic Commission meeting in February. Since this time, staff also completed several requests from the residents including replacing "25 MPH" road curve warning signs and repainting road markings in this neighborhood Staff Recommendation It is recommended that the Traffic Commission take public input and uphold the Commission's previous decision to install restricted parking due to safety and visibility concerns. ANALYSIS Dubonet Avenue is approximately 40 feet wide between Marshall Street and Loftus Drive and provides for 1 lane of travel in each direction. At Loftus Drive, there is a road curve and vehicles are able to head westbound toward Bartlett Avenue. On- street parking along Dubonet is generally open except for street sweeping restrictions and the speed limit is 25 mph. They maintained that visibility concerns, coupled with existing on- street parking provided for unsafe conditions for both residents and pedestrians in the area. Based on these concerns and field observations, staff concurred with the request and recommended that parking restrictions be installed. At its public meeting in November 2010, the Traffic Commission took public comment and approved the installation of parking restrictions. The request was subsequently approved by the City Council and parking restrictions were installed in December. In early January 2011, staff received several phone calls and a letter /petition from residents in the neighborhood. Staff met on site to discuss the requests further. After this meeting, staff advised residents that this item would be rescheduled for the next Traffic Commission meeting in February for further review and consideration. Notification postcards have been hand delivered to residents in this neighborhood and staff has been in contact with the neighborhood spokesperson. Residents in this neighborhood have been asked to attend the meeting to discuss further with the Commission. Several residents in the neighborhood indicated that cars parked at this location, coupled with the road curve, create an unsafe driving condition. They are requesting the installation of red curb to improve visibility. Staff Recommendation It is staff's recommendation that the Traffic Commission recommend to the City Council that approximately 15 feet of red curbing be installed at 8747 Loftus Drive. Attachments 1 and 2 include a neighborhood overview and pictures showing the existing road curve conditions. During field observations, staff observed that when vehicles are parked along the west side of Dubonet at Loftus, vehicles heading southbound on Dubonet are forced to take a wider approach to transition to Loftus. This creates a potentially unsafe driving condition for vehicles in this area. As a result, the request was made to install red curb at this location. Photograph of the existing parking conditions and a drawing of proposed improvements are included in your packet for further review. In addition, staff hand delivered notification postcards to residents along Dubonet Avenue and Loftus Drive informing them of the proposed improvements. Valley Boulevard, Rosemead, California. PUBLIC COMMENT FROM THE AUDIENCE Sharon Esquivel spoke on behalf of Helen Gunther - Ms. Gunther has concerns that when kids are dropped off at Janson School in the naming vehicles park in the middle of the street, making it unsafe for both children and drivers. Rudolph Boecherer has concerns with vehicles speeding along Ivar Ave. He also informed the Traffic CaTmission that since he attended last month's meeting staff has gone out and repainted the speed limit markings on the road and added movable speed feedback signs at several occasions. He indicated that there was temporary improverient, but once the speed feedback sign was reproved drivers return to speeding. Staff suggested that this issue could be addressed as part of the Neighborhood Traffic Management Program and asked Mr. Boecherer to submit a request for improvements to be made. 2. On Item B (Request for Red Curb at 8747 Loftus Drive) Sann Laing, Rosemead resident, asked for clarification on where the red curb is going to be installed. Maung Myo, Rosemead resident, also asked for clarification on where the red curb is proposed to be installed and expressed concerns with cars speeding doNn Loftus Drive after dropping off /picking up kids from school. Vice Chairman Lewin suggested to Mr. Myo that this would be a good candidate for the Neighborhood Traffic Management Program and that he should submit a request. Staff clarified that the proposed red curbing would be installed in between the residences at 8747 Loftus Drive and 3625 Dubonet Ave. Sharon Esquivel asked if staff can look into painting red in front of the fire hydrant at approximately 3600 Dubonnet Ave (across the street from the proposed red curbing location). CaTmissioners agreed with the installation of additional red curbing at 3600 Dubonet and asked staff to add this location to the reccrmiBridation. Commissioner Masuda discussed the lane transition that would need to take place in order to acccmmdate an additional designated right -turn lane. Staff clarified that a gradual lane tapering will begin at approximately Dar to and Laver Azusa. Vice Chairman Lewin reconrrended reducing the eastbound lanes to one for the duration of the turn lane and then transitioning back to two lanes going eastbound thereafter. Staff discussed the lane width requirements set forth in the Highway Design Manual for turn lanes. These criteria could affect the proposed design for creating a designated right -turn lane at this location. Since this intersection is under the jurisdiction of Caltrans, it is possible that sore modifications will be made by Caltrans' plan check engineers. If Caltrans requests sore changes, there is a possibility that further revisions will be rrede to the initial design (this could include lane tapering, the elimination of scme lanes, striping, and signal modifications). ROSEMEAD BOULEVARDIINTERSECTION 10 OFF RAMP MAINTENANCE ISSUES SUMMARY Vice Chairman Lewin gave the Traffic Camnissioners a briefing on same ideas that he has to create a safer environment for both the pedestrians and motorists at this location. Commissioner Hall suggested waiting until Caltrans canpletes their improvements before suggesting any ideas or volunteering to do their work for then Cannissioner Masuda and Commissioner Wong both concurred with Cannissioner Hall's canments. 4. STAFF REPORTS Staff gave the Traffic Commissioners an update on current items and improvements throughout the City. 5. COMMISSIONER REPORTS Cammissioner Wang would like to thank staff for a great job on all of the improvements done so far throughout the City. Camnissioner Hall informed staff that the onmer of DiPillas cam to her that the installation of the "Keep Clear" is working. She also informed staff that all the repainting of the pedestrian crosswalks is fantastic. Cammissioner Masuda clarified his opposition to the red curb painting item earlier on the agenda. He further asked that staff notify residents in the area that red curbing adjacent to fire hydrants is required by law. Vice Chaimman Lewin would like for staff to possibly have more general enforcement around school areas. Mr. Lewin also asked if Rosemead Traffic commission Meeting Minutes of November 4, 2010 Page 4 of 5 external markings can be included as part of the Safe Route to School Project for Bitely School. 6. First, an apparent first phase of this project was started and finished WITHOUT consultation or notice any of the streets residents, impairing greatly the possibility for the people of live in the street to access regular street parking and understandably upsetting the residents. Second, rumor is that even more street parking spaces will be taken away from the residents, which we would like an answer to this matter as soon as possible. Thirdly; it came to the attention to the residents that this project came un- der way following a complain of a driver NON resident of the neighbor- hood, apparently passing by to access Janson's school, one of the same nNON residents that race down our street in the morning to speeds rang- ing from 30 to 40 MPH without any concerns for our children walking to school, our pets or other pedestrians. The general feeling of the residents is that while concern from drivers are important to all, the City would achieve a greater benefit for all by placing: a) a speed limit sign of 25 mph on our streets, b) speed bumps if necessary, especially down Dubonnet, c) Sheriff or traffic officer presence on regular basis, d) a continued sidewalk along Dubonnet and Loftus that would protect our children going to school that, at this moment, have to walk on the street and face racing drivers passing by to go to Janson's school.
