TC - Item 2B - Neighborhood Traffic Calming Improvements on Ivar AvenueTO: TRAFFIC COMMISSION FROM: CHRIS MARCARELLO, PUBLIC WORKS DIRECTOR DATE: MAY 12, 2011 C NEIGHBORHOOD TRAFFIC CALMING IMPROVEMENTS ON AVENUE SUMMARY Recently the Traffic Commission asked staff to evaluate traffic conditions along Ivar Avenue (from Marshall Street to Valley Boulevard) in response to resident concerns. As a result, several actions have been taken to help encourage safe driving in this neighborhood, including: • The installation of new speed limit signs and street markings; • The installation of speed warning signs ( "Watch Your Speed, We Do" with an icon of a motorcycle traffic enforcement officer and speed radar gun); and • The use of a Sheriffs Department "decoy" car and mobile speed radar trailer. Due to continued concerns, staff worked with a neighborhood spokesperson to conduct a neighborhood outreach meeting on March 28th at 6PM in the Rosemead Community Center. The intent of this meeting was to describe the existing traffic conditions and determine if there was an interest to pursue further traffic calming measures. Notification postcards were distributed to residents in this area (including adjacent streets, within a 300 foot radius). In addition, Chair Russell and Vice -Chair Lewin attended the meeting on behalf of the Commission. As a result of these outreach efforts, staff received three responses including one attendee at the March 28th meeting and two inquiries following the meeting. Each resident expressed support for pursuing some type of additional traffic calming improvements. Based on the response, staff will pursue the following elements: • The installation of a speed radar feedback sign at mid -block locations along Ivar Avenue; • Continued speed enforcement along Ivar Avenue; and • Pursue the installation of additional sidewalks (in locations that do not result in significant impact to adjacent properties). These actions are depending on the availability of funding and will be pursued in next year's budget. In addition, it is recommended that no further community outreach take Traffic Commission Meeting May 12, 2011 Paqe 2 of 2 place at this time. This will not preclude the neighborhood from pursuing further improvements at a later time. Staff Recommendation It is recommended that the Traffic Commission receive and file this report.
