TC - Item 3B - Keep Clear Zones Along Lower Azusa RoadTO: TRAFFIC COMMISSION FROM: CHRIS MARCARELLO, PUBLIC WORKS DIRECTOR DATE: MAY 12. 2011 SUMMARY A request was received for the Traffic Commission to review the access from residential streets onto Lower Azusa Road (from Rosemead Boulevard to Encinita Road). Residents in this area have expressed concerns that it is difficult for vehicles to exit onto Lower Azusa during peak travel times. Due to the heavy vehicle traffic, vehicles are significantly delayed from exiting the adjacent residential streets. Staff Recommendation It is recommended that the Traffic Commission recommend to the City Council that "Keep Clear" pavement markings be installed at the intersection of Darlow Avenue and Lower Azusa Road. ANALYSIS Lower Azusa Road is approximately 56 feet wide with two lanes of traffic in each direction separated by a double yellow centerline. Parking is generally allowed except during street sweeping times. The posted speed limit is 40 mph. The intersection of Darlow Avenue at Lower Azusa Road is stop controlled for southbound traveling vehicles. Attachments 1 and 2 depict existing conditions at this location. During field observations, it was noted that traffic congestion can be heavy during peak travel times for westbound traffic on Lower Azusa traveling towards Rosemead Boulevard. Access from the neighborhood just north of Lower Azusa can have difficulties exiting onto Lower Azusa, especially at Darlow Avenue. After peak hours, the traffic in this area becomes light, with fewer vehicles and less congestion. In order to improve vehicle access and improve safety for vehicles exiting from Darlow Avenue onto Lower Azusa road, it is recommended that "Keep Clear' pavement markings be added in westbound travel lanes at Darlow Avenue. These markings will help provide a gap to allow turning vehicles back onto Lower Azusa.
