TC - Item 2A - Minutes 3-3-11Minutes of the Regular ROSEMEAD TRAFFIC COMMISSION MEETING March 3, 2011 The regular meeting of the Rosemead Traffic Commission was called to order by Chairwoman Russell at 7:00 p.m. in the Council Chambers, 8838 E. Valley Boulevard, Rosemead, California. FLAG SALUTE: Vice Chairman Lewin PRESENT: Chairwoman Russell, Vice Chairman Lewin, Commissioner Masuda, Commissioner Hall, Commissioner Wong STAFF PRESENT: Public Works Director Marcarello and Admin. Assistant Llamas 1. PUBLIC COMMENT FROM THE AUDIENCE Rudolph Boecherer, 3811 Ivar, asked for an update on traffic calming improvements along Ivar Ave. Staff informed the Traffic Commission that they met with Mr. Boecherer and informed him that there will be a meeting with residents along Ivar Ave. to discuss traffic concerns and explain the Neighborhood Traffic Calming tool box before making any improvements. The neighborhood meeting is scheduled for March 28th at 6:30 PM at the RCRC. Vice Chairman Lewin motioned, seconded by Commissioner Hall to approve Item A (February 3, 2011 minutes) from the Consent Calendar. Votes resulted in: Yes: Lewin, Hall, Russell, Wong, Masuda No: None Abstain: None Absent: None 3. OLD BUSINESS A. INSTALLATION OF RED CURB AT LOFTUSIDUBONNET Staff gave the Traffic Commissioners a brief description on the item and provided an update on the installation of parking restrictions. Staff also gave the Commission a diagram showing the proposed red curb and the removal of existing red curb along with a list of items of suggestions that can be used to improve safety issues along the area. Rosemead Traffic Commission Meeting Minutes of February 3, 2011 Page 1 of 3 Salvador Portugal expressed his appreciation to the Commission and staff for the installation of the red curb along Dubonnet and Loftus. Sharon Esquivel expressed her support for the traffic safety improvements. Maung Myo informed the Commission that he feels too much red curbing is being added at this location. He further added that he is willing to work with the City to improve traffic safety issues but he still thinks the proposed red curbing is too much. Commissioner Lewin suggested that a 15mph road curve warning sign be installed on Loftus and Dubonnet. Chair Russell clarified the proposed changes and asked for staff to look into removing encroachments along the public easement areas to help improve pedestrian accessibility. Commissioner Masuda discussed the narrow road curve and how the parking restrictions would help improve safety. He further added that the adjacent neighbor appeared to have sufficient driveway space to accommodate parking. Commissioner Hall made a motion, seconded by Commissioner Masuda to approve staff's recommendation for the red curbs and to also include the installation of 15mph cautionary signs. Votes resulted in: Yes: Hall, Masuda, Lewin, Russell, Wong No: None Abstain: None Absent: None A. INTERSECTION OF WALNUT GROVE AVENUE AT GRAND Staff provided the Traffic Commission with a briefing on this item and also gave them a list of improvements that can be made in this area to improve traffic safety. Commissioner Masuda informed staff that the biggest concern along that area is speeding. Mr. Masuda doesn't recommend pursuing traffic signals along that area, but does recommend adding or enhancing the visibility of crosswalks. Commissioner Hall informed the Commission that she visited the site and agrees with Commissioner Masuda's recommendations. The traffic flow at this intersection works well but the existing crosswalks could use additional reflective markers to improve visibility. Vice Chairman Lewin asked for staff to add reflective markers and pursue additional crosswalks at this location. He also requested that enhanced traffic enforcement be conducted along that intersection. Vice Chairman Lewin discussed the Safe Routes to School Grant received for the southern area of the City and project scheduling. He also mentioned a request for a resident to review speeding at the intersection of Hart Ave. and Guess St. He also expressed the need to review turning conflicts adjacent to Hart Ave. and Valley Blvd. The meeting adjourned at 8:30 p.m. The next Traffic Commission meeting is scheduled for April 7, 2011 at 7:00p.m. and will take place at the Rosemead City Hall, City Council Chambers, 8838 East Valley Boulevard. . �- a •n, ATTEST: Chris Marcarello Public Works Director Rosemead Traffic Commission Meeting Minutes of February 3, 2011 Page 3 of 3
