Neighborhood Traffic Calming Improvements on Ivar Avenue 3. NEW BUSINESS A. STATUS REPORT ON ROSEMEAD BOULEVARD IMPROVEMENTS SUMMARY The City was recently awarded a Highway Safety Improvement Program (HSIP) grant to make traffic safety improvements along Rosemead Boulevard. The purpose of the HSIP grant is to help reduce traffic accidents and serious injuries on public roads through the implementation of infrastructure related safety improvements. Since Rosemead Boulevard is a State-owned highway, it is necessary to coordinate these improvements with the Department of Transportation (Caltrans). In April, staff met with Caltrans officials to discuss the grant project. Another scheduled follow-up meeting has been scheduled on May 11th to determine a project schedule and work plan for implementing the improvements. In addition to the HSIP grant program, the Traffic Commission has compiled a list of traffic improvements (including safety and mobility related items). This list is provided below for your review and consideration. At the Commission’s May 12th meeting, staff will provide a brief update on the status of these improvements and next steps in order to implement them. Staff would also like to request that the Commission provide additional direction towards other improvements that are not included below. Staff Recommendation It is recommended that the Traffic Commission review the improvement project list and provide further direction. B. KEEP CLEAR ZONES ALONG LOWER AZUSA ROAD SUMMARY A request was received for the Traffic Commission to review the access from residential streets onto Lower Azusa Road (from Rosemead Boulevard to Encinita Road). Residents in this area have expressed concerns that it is difficult for vehicles to exit onto Lower Azusa during peak travel times. Due to the heavy vehicle traffic, vehicles are significantly delayed from exiting the adjacent residential streets. ROSEMEAD TRAFFIC COMMISSION May 12, 2011 Staff Recommendation It is recommended that the Traffic Commission recommend to the City Council that “Keep Clear” pavement markings be installed at the intersection of Darlow Avenue and Lower Azusa Road. C. REQUEST TO INSTALL PARKING RESTRICTIONS AT MARSHALL STREET/EARLE AVENUE SUMMARY A request was received for the Traffic Commission to review traffic conditions at the intersection of Marshall Street and Earle Avenue. Several residents in the neighborhood indicated that cars parked at this location create an unsafe turning movement from Earle Avenue to Marshall Street. They are requesting the installation of red curb to improve visibility. Staff Recommendation It is recommended that the Traffic Commission recommend to the City Council that approximately 12 feet of red curbing be installed at the west side of the intersection at Earle Avenue and Marshall Street. 5.
