TC - Item 2A - Request to Install Parking Restrictions at Marshall Street and Earle AvenueROSEMEAD TRAFFIC COMMISSION STAFF REPORT TO: TRAFFIC COMMISSION FROM: CHRIS MARCARELLO, PUBLIC WORKS DIRECTOR DATE: JUNE 2, 2011 SUBJECT: REQUEST TO INSTALL PARKING RESTRICTIONS AT MARSHALL STREET /EARLE AVENUE SUMMARY In May, the Traffic Commission approved a request to install parking restrictions at the intersection of Marshall Street and Earle Avenue (northwest corner of intersection). At this meeting, the Commission asked staff to evaluate the need for additional parking restrictions at the other corners of the intersection. Notification cards have been delivered to residents in the vicinity regarding the proposed improvements and the Commission's June meeting discussing this request. Staff Recommendation It is recommended that the Traffic Commission recommend to the City Council that approximately 20 feet of red curbing be installed at each corner of the intersection of Earle Avenue and Marshall Street. ANALYSIS Marshall Street is a 40 foot wide roadway between the western City limit and Walnut Grove Avenue. On- street parking is generally open on both sides of the street with the exception of street sweeping parking restrictions and some designated no parking areas. There is one travel lane for westbound and eastbound traffic. The speed limit is 35 mph along the street. Recently, residents in this area expressed concerns regarding unsafe turning movements from Earle Avenue onto Marshall Street. They maintain that visibility concerns, coupled with on- street parking provide for unsafe conditions in the area. Attachment 1 includes a neighborhood overview and pictures showing the existing conditions. During field observations, staff observed that when vehicles are parked along the west side of intersection of Earle Avenue and Marshall Street, it is difficult to see oncoming traffic.. This creates a potentially unsafe driving condition for vehicles in the area. As a result, it is recommended that parking restrictions be added at this location. In May, the Commission reviewed /discussed the request to add parking restrictions at the northwest corner of Marshall Street and Earle Avenue. While discussing the issue, it was Traffic Commission Meeting June 2, 2011 Page 2 of 2 recommended that parking restrictions be installed at the other corners of the intersection to improve visibility and traffic safety. The Commission asked staff to deliver notification cards and to prepare an agenda report to discuss this issue in June. Notifications cards have been delivered to adjacent properties informing them of this meeting and the proposed improvements.
