TC - Item 2A - Minutes 6-2-11 Rosemead Traffic Commission Meeting Minutes of June 2, 2011 Page 1 of 3 Minutes of the Regular ROSEMEAD TRAFFIC COMMISSION MEETING June 2, 2011 The regular meeting of the Rosemead Traffic Commission was called to order by Chairwoman Russell at 7:03 p.m. in the Council Chambers, 8838 E. Valley Boulevard, Rosemead, California. FLAG SALUTE: Commissioner Masuda INVOCATION: Commissioner Wong PRESENT: Chairwoman Russell, Vice Chairman Lewin, Commissioner Masuda, Commissioner Hall, Commissioner Wong ABSENT: None STAFF PRESENT: Public Works Manager Hentabli and Admin. Assistant Llamas 1. PUBLIC COMMENT FROM THE AUDIENCE None 2. NEW BUSINESS A. REQUEST TO INSTALL PARKING RESTRICTIONS AT MARSHALL/EARLE STREET Staff provided the Traffic Commission with a briefing on the item. Commissioner Wong wanted to know from staff if they got any response from the residents. Staff informed the Commission that no questions/concerns had been raised prior to the meeting. Commissioner Wong visited the location and doesn’t think it should be a problem with having 20ft. of red curb at each corner. Commissioner Masuda also visited the location and noticed that there weren’t too many cars parked at the location. Mr. Masuda also informed staff that the 20ft. of red curb shouldn’t affect residents from parking on the street. Vice Chairman Lewin also visited the location and also agreed with the Commissioners that painting 20ft. of red curb on each corner shouldn’t be a problem. Commissioner Hall brought it to the Commission’s attention that if they haven’t heard back from the residents that it may be a good idea to install the red curbing along the south side of the street. Rosemead Traffic Commission Meeting Minutes of June 2, 2011 Page 2 of 3 Commissioner Masuda motioned, seconded by Vice Chairman Lewin to approve the installation of approximately 20ft. of red curb at each corner of the intersection of Earle Ave. and Marshall Street. Votes resulted in: Yes: Masuda, Lewin, Hall, Russell, Wong, No: None Abstain: None Absent: None B. FEDERAL SAFE ROUTES TO SCHOOLS FUNDING PROGRAM-CYCLE 3 FISCAL YEAR 2011/12 Staff provided the Traffic Commission with a brief description about the program, along with a list of items that may be suitable for the project. Commissioner Masuda expressed concerns for the safety of the pedestrians with the proposed medians installation along Walnut Grove Avenue. Staff gave the Traffic Commission some ideas for landscaping and decorative fencing that can be used at that location without jeopardizing the safety of the pedestrians. Vice Chairman Lewin expressed concerns with what will be done with existing trees and plants that are currently where the sidewalks will be installed. Commissioner Hall has concerns with Loftus and Dubbonet not having enough sidewalks. Ms. Hall also asked staff if the scheduling of the underground utility project would interfere with the installation on the medians. Staff informed the Commissioners that those two projects won’t interfere with each other due to the utility undergrounding project starting in a couple of years. Commissioner Wong wanted to know if this grant can also be used for the safety improvements along Walnut Grove Avenue that were discussed at a previous meeting. Mr. Wong would also like to bring safety awareness to kids and residents. Staff informed the Traffic Commission that it was not part of the grant, but there are other types of programs that can be used to help improve safety issues at those locations. Staff also informed the Traffic Commissioners that the education portion may be part of the grant. Commissioner Hall would like to see if they can include bike safety as part of the grant. Chairwoman Russell concurs with Commissioner Hall in possibly adding bike safety as part of the grant if permitted. Rosemead Traffic Commission Meeting Minutes of June 2, 2011 Page 3 of 3 Vice Chairman Lewin motioned, seconded by Commissioner Hall to authorize the Traffic Chair to sign a letter of support for the grant application on behalf of the entire Commission and to also incorporate some of that money towards school education. Votes resulted in: Yes: Lewin, Hall, Russell, Wong, Masuda No: None Abstain: None Absent: None 3. STAFF REPORTS Staff provided the Traffic Commission with a preliminary estimate on installing sidewalks at varies locations. 4. COMMISSION REPORT Commissioner Wong informed staff that going north on Rosemead Blvd, before Lower Azusa, there is a right turn only sign that is missing a bolt. Commissioner Hall would like for staff to look into installing a “No Outlet” sign on Baruch Street and Constance Street. Vice Chairman Lewin would like an update on the safety improvements being done on between Walnut Grove Avenue and Grand Avenue. Chairwoman Russell would like to see if staff can have arrows installed on the right lane going northbound on San Gabriel Blvd., before Hellman to make people aware that the lane can be used to make a right or go straight to enter the freeway. 5.
