TC - Item 2B - Delta Avenue Installation of Marked Parallel Parking "T"sTO: TRAFFIC COMMISSION e r,• k FROM: CHRIS MARCARELLO, PUBLIC WORKS DIRECTOR DATE: SEPTEMBER 22, 2011 SUBJECT: DELTA AVENUE — INSTALLATION OF MARKED PARALLEL PARKING "T'S" SUMMARY City staff received a request to review parking conditions along Delta Avenue from Mission Drive to Grand Avenue. San Gabriel County Water District indicated that patrons of the nearby California Mission Inn use on- street parking along Delta Avenue and that large gaps in between vehicles limit available on- street parking. There is a request to install marked parallel parking spots (Parking 'T's ") along the west side of Delta Avenue to better delineate parking spaces. Staff Recommendation Staff recommends that the Traffic Commission recommend to the City Council that marked parallel parking and Parking "T's" be installed along the west side of Delta Avenue. DISCUSSION The San Gabriel County Water District (District) asked staff to evaluate parking conditions along Delta Avenue, just adjacent to Sally Tanner Park, the California Mission Inn, and the San Gabriel County Water District complex. Officials at the District maintain that during peak use times, parking is congested in the area and spillover parking creates sight visibility problems with cars parking too close to driveway approaches. District officials felt that marked parking spaces would help to better delineate parking and help reduce spillover parking. Delta Avenue is a 38 -foot wide roadway north of Mission Drive. There is no striping on the street. The fronting uses generally include park and business uses on the west side and a retirement community on the east side. Delta Avenue is stop controlled at its intersections with Grand Avenue and Mission Drive. Parking is allowed on both sides of the street except on street sweeping days. The prima facie speed limit is 25 mph on Delta Avenue. After conducting field observations, staff found that parking on Delta Avenue is in high demand on weekdays during late afternoon hours. It was also noticed that some vehicles park with large gaps in between other adjacent vehicles, possibly limiting the total number of vehicles that can park on the west side of the street. The addition of marked parallel parking T's should help to address gaps between vehicles and ensure that vehicles will be evenly spaced. Further, the installation of marked spaces will not reduce existing parking City Council Meeting September 22, 2011 Paae 2 of 2 spaces.
