Valley Boulevard, Rosemead, California 91770 Public Comment from the Audience: If you wish to address the Rosemead Traffic Commission, please complete a Speaker Request Card and hand it to the Secretary before the start of the meeting. The Rosemead Traffic Commission will hear public comments on matters not listed on the agenda during the Public Comments from the Audience period. Opportunity to address the Traffic Commission (on non-agenda items) is limited to 3 minutes per speaker. The Traffic Commission will hear public comments on items listed on the agenda during discussion of the matter and prior to a vote. Brown Act: Pursuant to provisions of the Brown Act, no action may be taken on a matter unless it is listed on the agenda, or unless certain emergency or special circumstances exist. The Traffic Commission may direct staff to investigate and/or schedule certain matters for consideration at a future Traffic Commission meeting. Request to Install Parallel Parking Markers Along Delta Avenue (from Mission Drive to Grand Avenue) 3. OLD BUSINESS A. TRAFFIC CALMING IMPROVEMENTS ALONG IVAR AVENUE SUMMARY In March 2011, Traffic Commission asked staff to evaluate traffic conditions along Ivar Avenue (between Valley Boulevard and Marshall Street) in response to resident concerns regarding excessive speeding. As a result, several actions have been taken to help encourage safe driving in this neighborhood, including installing new speed and warning signs, mobile speed radar trailers and a Sheriff’s Department ‘decoy’ car. Additionally, on May 28, 2011, a public meeting was held at the Rosemead Community Center to gain additional information regarding the continued speeding issues along Ivar Avenue and present effective ways to reduce speeding along this residential corridor. At the recent August 4, 2011 Traffic Commission meeting, another request was made to investigate dangerous conditions along Ivar Avenue between Mission Road and Grand Avenue. At the August meeting, the Traffic Commission requested that staff review findings for both segments of Ivar Avenue and report back with recommendations for street striping/traffic calming and report back to the Commission. Staff developed a set of safety measures to address these traffic conditions. Staff Recommendation It is recommended that the Traffic Commission: 1. Provide input on proposed traffic safety measures proposed by staff along both segments of Ivar Avenue; and 2. Authorize the Traffic Commission to recommend to the City Council that ROSEMEAD TRAFFIC COMMISSION September 22, 2011 traffic safety measures be made along both north and south segments of Ivar Avenue, including the installation of additional street striping, rumble strips, and speed feedback signs. B. PROPOSED TRAFFIC SIGNAL IMPROVEMENTS AT WALNUT GROVE AVENUE/SAN GABRIEL BOULEVARD/STATE ROUTE 60 INTERSECTIONS SUMMARY Traffic operational conditions have worsened in recent years at the intersections of San Gabriel Boulevard/SR-60 Westbound Ramps and Walnut Grove Avenue. Motorists traveling through these two heavily congested signalized intersections experience delay, congestions, and conflicts on a daily basis, apparently due to inadequate distribution of green time and inefficient phasing of the traffic signal cycles, particularly during commuter peak hours. Staff is working on appropriate traffic improvement measures to be implemented at these intersections to mitigate the problems and is requesting input and support from the Traffic Commission. Staff Recommendation It is recommended that the Traffic Commission: 1. Provide input on proposed traffic improvement measures developed based on in-depth investigation at these intersections; 2. Recommend to the City Council that improvements be made at these intersections. 5. STAFF REPORTS 6. COMMISSIONER REPORTS 7.
