Staff Recommendation Staff recommends that the City Council authorize the attendance, at City expense, any Council Member, City Attorney, City Manager, or a staff designee. ANALYSIS Conference sessions will include: Legal Powers & Obligations; Relationship Between City Council and City Manager Staff; Policy Role in Land Use Planning; Dealing and Succeeding with the Media; How to Conduct an Effective and Respectful Council Meeting; and AB 1234 Training. The full registration fee includes program materials, reception on Wednesday, breakfast on Thursday and Friday, and lunch on Wednesday and Thursday. Also, hotel attrition costs may be billed to attendees for late cancellations.
