SUBJECT: RADAR SPEED SURVEY -SECOND READING AND ADOPTION OF
AN ORDINANCE UPDATING THE SPEED LIMIT ZONES IN THE CITY
OF ROSEMEAD
SUMMARY
At its November 18, 2008 meeting, the City Council introduced an ordinance that
updates the speed limit zones Citywide. The California Vehicle Code requires that the
City conduct a radar speed survey analysis every seven years in order to allow the use
of radar in speed enforcement of local streets. For state-owned highways the City must
complete the analysis every ten years for speed limits to be enforceable.
Staff Recommendation
Staff recommends that the City Council waive further reading and adopt Ordinance No:
869 establishing the speed limit zones in the City of Rosemead.

SUBJECT:. RADAR SPEED SURVEY -ROSEMEAD BOULEVARD
SUMMARY
The California Vehicle Code requires that the City conduct a citywide speed analysis
(Radar Speed Survey). of local streets every 7 years in order to allow the use of radar in
speed enforcement of local streets. For state-owned highways the City must complete
the analysis every 10 years for speed limits to be enforceable. To meet this
requirement, staff has coordinated an analysis to evaluate the existing speed zones
within the City of Rosemead.
Staff Recommendation
Staff recommends that the City Council introduce Ordinance No. 869 establishing the
speed limit zones contained in the Rosemead Municipal Code.
DISCUSSION
The California Vehicle Code (CVC) establishes certain speed limits based on specific
criteria. These are called prima facie speed limits. A blanket speed limit of 15 mph is
established on all alleys, blind intersections, and at blind railroad crossings. The 25
mph speed limit may be established under the following conditions: 1) On any business
or residential district; 2) At school zones, when children are present, and; 3) In senior
zones.
The California Department of Transportation requires that the criteria set forth in the
Manual on Uniform Traffic Control Devices (MUTCD) be utilized in the establishment of
speed limits. This manual requires that a speed limit should be set at or as close to the
85t" percentile of existing speeds as possible. However, the MUTCD allows for certain
conditions to warrant lower speeds, if necessary. In reviewing speed zones and making
recommendations, staff considers several criteria including the 85t" percentile of existing
speed conditions, accident history, roadway conditions, pedestrian activity, and speed
.limits in neighboring jurisdictions.
The existing speed zones in the City of Rosemead were approved by the City Council
on March 20, 2006. 42 City Street segments were included in the analysis, not

including Rosemead Blvd. Since Rosemead Blvd. is a state owned highway, the City
has historically completed Radar Speed Surveys every 10 years, as required by the
California Vehicle Code.
The City contracted with Willdan, Inc. in July 2007 to complete an updated Radar Speed
Survey for Rosemead Blvd. This survey was received by the City on September 29,
2008 and has been reviewed with City staff. There are no recommended speed limit
changes within the survey.

ORDINANCE NO. 869
AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF ROSEMEAD, CALIFORNIA,
SETTING SPEED LIMITS IN ACCORDANCE
WITH THE CALIFORNIA VEHICLE CODE
WHEREAS, California Vehicle Code sections 22357 and 22358 authorize
local agencies to change speed limits on local streets by ordinance, which
ordinance need not be made a part of the" Municipal Code but which must be
based on findings made in an engineering and traffic survey;. and
WHEREAS, in 2006, the City's traffic engineering consultant completed a
citywide engineering and traffic survey on various streets throughout the City,
which survey was adopted by the City Council on March 20, 2006; and
WHEREAS, on September 29, 2008, the City received from Willdan
Engineering an engineering and traffic survey on Rosemead Boulevard within the
City limits; and
WHEREAS, the City Council desires to adopt the speed limits suggested by
the two engineering and traffic surveys and, where applicable, to revise current
speed limits to conform to the engineering and traffic surveys so as to regulate
traffic in a safe and efficient manner.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ROSEMEAD
DOES HEREBY ORDAIN AS FOLLOWS:
SECTION 1. Modified Speed Limit for Rosemead Boulevard. Based on
the engineering and traffic survey completed by Willdan Engineering for
Rosemead Boulevard (State Route 19) in 2007 and transmitted to the City on
September 29, 2008, the speed limits for those portions of Rosemead Boulevard
are hereby set to conform to the recommendations made in the Willdan survey, a
copy of which is attached hereto as Attachment "A."
SECTION 2. Modified Speed Limit for Other Streets. Based on the
engineering and traffic survey completed by the City in 2006 and adopted by the
City Council on March 20, 2006, the speed limits for various streets and highways
in the City are hereby set to conform to the recommendations made in the City
survey, a copy of which is attached hereto as Attachment "B."
SECTION 3. Unmodified Speed Limits. With respect to any speed limit
for any street or highway in the City not modified by Section 1 or Section 2, the
speed limit in effect prior to the adoption of this ordinance shall remain in effect.
SECTION 4. Severability. The City Council hereby declares that the

provisions of this Ordinance are severable and if for any reason a court of
competent jurisdiction shall hold any sentence, paragraph, or Section of this
Ordinance to be invalid; such decision shall not affect the validity. of the
remaining parts of this Ordinance.
SECTION 5. Certification. The City Clerk shall certify to the adoption of
this ordinance and shall cause the same to be posted as required by law.
SECTION 6. Notice. This Ordinance shall be in full force and effect thirty
(30) days after its passage. Within fifteen (15) days after adoption of this
Ordinance, this Ordinance shall be published at least once in a newspaper of
general circulation published and circulated in the City of Rosemead.
