TC - Item 2A - Minutes 2-2-12 Rosemead Traffic Commission Meeting Meeting Minutes of February 2, 2012 Page 1 of 3 Meeting Minutes for the ROSEMEAD TRAFFIC COMMISSION February 2, 2012 The regular meeting of the Rosemead Traffic Commission was called to order by Chair Hall at 7:00 p.m. in the Council Chamber, 8838 E. Valley Boulevard, Rosemead, California. FLAG SALUTE: Commissioner Masuda INVOCATION: Commissioner Quintanilla PRESENT: Chair Hall, Vice Chair Wong, Commissioners Quintanilla, Masuda, and Russell-Chavez. ABSENT: None STAFF PRESENT: Public Works Director Marcarello, Management Analyst Sullivan, and Admin. Assistant Llamas 1. PUBLIC COMMENT FROM THE AUDIENCE None 2. CONSENT CALENDAR A. Approval of the January 12, 2012 Minutes B. Keep Clear Markings-Walnut Grove Avenue/Village Lane Commissioner Russell-Chavez motioned, seconded by Chair Hall to approve both Item A (January 12, minutes) and Item B (Keep Clear Markings-Valley Blvd and Loma Ave.), on the Consent Calendar. Votes resulted in: Yes: Russell-Chavez, Hall, Wong, Quintanilla, Masuda No: None Abstain: None Absent: None 3. OLD BUSINESS A. TRAFFIC CONCERNS ALONG MUSCATEL AVENUE Staff provided the Traffic Commissioners with the follow-ups from the discussion that took place at last month’s meeting, along with a list of the recommendations and suggestions provided by Commissioners. The suggestions were separated into short and long term plans. Commissioner Russell-Chavez suggested that staff wait on evaluating the current speed limits and when the citywide speed survey is completed. She also suggested that other types of traffic calming methods be evaluated for the area. Rosemead Traffic Commission Meeting Meeting Minutes of February 2, 2012 Page 2 of 3 Commissioner Masuda asked staff if they can do another traffic survey on another day that is not a street sweeping day. Staff informed the Commission that they are planning to resurvey the area before any traffic improvements are done. Commissioner Quintanilla suggested that adding temporary parking area near Sunday Café may provide accessible parking for nearby business uses. Commissioner Masuda motioned, seconded by Commissioner Quintanilla to approve Recommendation A (replacing existing and adding new rumble dots) and Recommendation B (posting additional speed limit and speed enforcement signs) along Muscatel Avenue. Votes resulted in: Yes: Masuda, Quintanilla, Russell-Chavez, Hall, Wong No: None Abstain: None Absent: None 4. NEW BUSINESS B. PROPOSED BICYCLE IMPROVEMENT PLAN Staff provided the Traffic Commissioners with a brief summary on the item. This plan will also be further discussed during the March Commission meeting and will be a step towards creating a Bicycle Master Plan for the City. Chair Hall would like to know who has the right-of-way between bicyclists and vehicles. Mrs. Hall also asked staff regarding enforcement of rules related to riding bikes on the sidewalk. John Spadero, former Highway Patrol Officer and a resident on Muscatel Ave., informed the Traffic Commissioners that the Rules of the Road also apply to bicyclist and bicycles are not intended for use on sidewalks. He also suggested to look the vehicle code to find more information. Staff suggested looking into an ordinance that would restrict bicyclists from riding their bikes on the sidewalks and bringing it back at a future meeting for the Commissioners to review. Commissioner Quintanilla asked if there is an existing City code related to bicyclists and bike use. Staff informed the Commission that the City doesn’t currently have such a code. Mr. Raymond, resident on Encinita Ave., suggested in educating people regarding bicycle safety. He suggested suggested that high school aged students would be a good group to start with. Mr. Lee, resident on Village Lane and traffic school instructor, agreed with Mr. Raymond’s comments and recommended that education take place with elementary school aged children. Rosemead Traffic Commission Meeting Meeting Minutes of February 2, 2012 Page 3 of 3 Chair Hall agreed with these comments and suggested that all any bike safety related discussion should be centered around children. Staff commented that this issue will be brought back to the Commission at its March 1, 2012 meeting to continue the development of bicycle safety and planning. Commissioner Masuda asked staff to research neighboring cities ordinances to be consistent. Commissioner Wong motioned, seconded by Commissioner Russell-Chavez to approve staff in bringing back the item to the March 1, 2012 meeting for further discussion. Yes: Wong, Russell-Chavez, Quintanilla, Masuda, Hall No: None Abstain: None Absent: None 5. STAFF REPORTS Staff provided the Traffic Commission with an update on outstanding projects and requests. Staff also provided a list of completed and upcoming projects throughout the City. 6. COMMISSION REPORT Chair Hall asked about the status on the installation of street signs. Mrs. Hall also asked staff if they can have a “Keep Clear” painted on Rosemead Blvd coming out from Steele Street to allow cars access to the left turn lane onto Valley Blvd. Commissioner Russell-Chavez asked staff if they can look into restriping along Walnut Grove Avenue north of Garvey Avenue. Vice Chair Wong informed staff that the Lower Azusa sign on Rosemead Blvd is missing. Commissioner Quintanilla informed staff that a signal light push button is missing on the east/west corner of Temple City Blvd. 7.
