SUBJECT: DECLARATION OF SURPLUS PROPERTY
SUMMARY
As City Council is aware, the Rosemead Community Center has been under several
renovation projects for the past 12 months. Another phase of renovations will soon
begin. In preparing for such renovation, which will include replacement of old
furnishings, old equipment and furniture has been removed from the center.
Additionally, months prior to the sale of the Glendon Hotel, some furnishings and small
equipment were removed for use at City facilities. These items, which include chairs,
small tables, desks, and miscellaneous small equipment, due to their age and condition,
are no longer of any practical use or value. In accordance with section 3.24.130,
subsection 11, of the Rosemead Municipal Code, these items may, therefore, be
deemed surplus as indicated below:
" "Surplus property" is used generically to describe any City personal
property that is no longer needed or useable by a Using or Holding
Department of the City. The Purchasing Officer or Designee shall request
City Council approval to declare item(s) surplus. (RMC 3.24.130)"
Further, the municipal code, in Section 11, Subsection (e), allows for the sale of surplus
Drooertv that has been determined to be of no value as follows:
'Where the Purchasing Officer determines that specific supplies or
equipment are surplus and of minimal value to the City due to spoilage,
obsolescence or other cause or where the Purchasing Officer determines
that the cost of disposal of such supplies or equipment would exceed the
recovery value, the Purchasing Officer shall dispose of the same in such a
manner as he or she deems appropriate and in the best interest of the
City."
This property, if declared surplus, will, then, be sold to residents during the City of
Rosemead's Community Yard sale scheduled for Saturday, March 9, in the northwest
parking lot at Southern California Edison. Funds resulting from the sale of surplus

property will be placed in the donor account for Rosemead's proposed Mural Project.
Any items that do not sell will be donated to People for People as with all items
remaining following the Community Yard Sale. People for People typically resell these
items as thrift to offset their operational costs.
Staff Recommendation
It is recommended that, pursuant to sections 3.24.130 subsection 11 (e) of the
Rosemead Municipal Code, the City Council declare all referenced City property as
surplus and authorize its sale during the upcoming Community Yard Sale on March 9,
2013, and to donate all items that do not sell to People for People for re -sale or other
disposition as they deem appropriate.

Any and all proceeds resulting from the sale of surplus property during the City's
