PUBLIC COMMENT FROM THE AUDIENCE Please refer to public comment guidelines on the first page of this document. 2. CONSENT CALENDAR A. February 7, 2013 Minutes 3. OLD BUSINESS A. DRAFT CITYWIDE ENGINEERING AND TRAFFIC SURVEY Summary The California Vehicle Code requires that the City conduct a citywide speed analysis (Engineering and Traffic Survey) of local streets every seven (7) years. This requirement helps to ensure the proper posting of speed limits and also enables the Sheriffs Department to utilize radar or other electronic speed measuring devices for speed enforcement efforts. To meet this requirement, staff coordinated an analysis to evaluate the existing speed zones within the City of Rosemead. At its February meeting, the Commission reviewed the Engineering and Traffic Survey and asked for an additional review of 5 local streets. This information is summarized for your review. Staff Recommendation It is recommended that the Traffic Commission: 1. Review and approve the draft Citywide Engineering and Traffic Survey establishing speed limit zones; and 2. Recommend approval of the Engineering and Traffic Survey to the City Council. B. FOLLOW -UP TO EDUCATIONALIOUTREACH EFFORTS FOR THE BICYCLE TRANSPORTATION PLAN Summary The City recently approved the Bicycle Transportation Plan and proposed improvement projects related to bicycle safety. As an action item from this plan, the Traffic Commission initiated the development of outreach efforts, including an educational brochure. After receiving feedback on the initial draft brochure, changes have been integrated to reflect comments made by the Commission. A revised brochure has been developed for the Commission's review and input. Staff Recommendation That the Traffic Commission review and approve the educational brochure. C. REQUEST TO REVIEW TRAFFIC CONDITIONS ON ROSEMEAD PLACE SUMMARY A request was received for the Traffic Commission to review traffic conditions on Rosemead Place, from Garvey Avenue to the street end. A resident in this area expressed concerns that traffic conditions (vehicle speeding, road characteristics, street markings /signage) provide for safety concerns for residents in the neighborhood. The resident has asked that traffic calming measures be installed using the City's Neighborhood Traffic Calming "Toolbox" Program. Potential improvements may include the use of additional street striping /markings, parking restrictions, ROSEMEAD TRAFFIC COMMISSION March 7, 2013 signage, and speed enforcement. Staff Recommendation That the Traffic Commission take public input and provide comments on potential traffic calming improvements at this location. 4. STAFF REPORTS 5. COMMISSIONER REPORTS 6.
